Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of Administrator I-Contractual. This recruitment will be used to fill current and future vacancies. All candidates must meet the minimum qualifications during the time apply. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The Maryland Department of Labor (LABOR)'s Division of Unemployment Insurance (DUI) Policy Unit focuses on comprehensive policies and programmatic initiatives which will improve the day to day operation of the Benefits Unit, Contributions Unit as well as all DUI Quality Control functions. This position will provide professional input and assistance with formulating and reviewing policies, including drafting of DUI directives, policy guidance letters and other policy documents.

POSITION DUTIES

The Maryland Department of Labor (LABOR)'s Division of Unemployment Insurance (DUI) Policy Unit focuses on comprehensive policies and programmatic initiatives which will improve the day to day operation of the Benefits Unit, Contributions Unit as well as all DUI Quality Control functions. This position will provide professional input and assistance with formulating and reviewing policies, including drafting of DUI directives, policy guidance letters and other policy documents. This position will provide support to the Director of Policy & Communications, Manager of Policy & Quality Control, and other staff members with policy analysis, program coordination, document preparation, and research. During the legislative session, this position will play a critical role in the researching and drafting of fiscal notes and/or legislative testimony. Additionally, this position will work closely with the various Units within DUI on data analysis, in support of targeted initiatives. This position will be expected to maintain consistent communication with the Manager of Policy & Quality Control, Director of Policy & Communications as well as the Assistant Secretary, Deputy Assistant Secretary, and UI Cabinet and UI Leadership. Communication with state and federal partners regarding unemployment insurance programs and policy issues as required is also expected. This position will research, develop and monitor policy initiatives, national best practices, related to unemployment insurance on the local, State and national levels. This position will lead DUI in developing and implementing reemployment, tax, benefits, and internal performance metrics, federal reporting, & process improvement strategies. Finally, this position will work on special projects as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

JD and/or Masters Degree in Public Policy, Economics, Business, Education, Applied Mathematics or Communications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MDOL/DUI) to determine whether any monies are owed to MDOL/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

U.S. Military Veterans may qualify for additional bonus points towards certification. Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview). Permanent State employees do not need to submit proof of Veterans’ status.
