Main Purpose of Job

Oversee and manage Food Quality Assurance regulatory and certification Grain Inspection and Organic Certification subprograms that facilitate the marketing of agricultural products and support consumer, environmental health, and public health protection. Develop and maintain standard operating procedures and quality management systems as well as program data management systems, billing documents, and reports.

POSITION DUTIES

Oversee and manage the Grain Inspection Program by developing and maintaining the Grain Inspections Quality Manual, standard operating procedures, and data collection systems.; train and license agricultural inspectors and commodity graders on sampling, weighing and inspection process, grading and documentation to certify grain for export; review, approve and oversee the technical work of agricultural commodity graders and agricultural inspectors conducting the sampling and weighing of grain and inspection and certification issuance.

Oversee and manage the Organic Certification Program by analyzing USDA accreditation requirement, National Organic program policies and regulations, and agency policies and regulations to develop and implement a Quality Assurance Program and Standard Operating Procedures; assign inspections; initiate compliance actions.

Develop, implement, maintain and coordinate the transition to department wide software databases/spreadsheets that include the necessary data elements and queries to generate numerous required reports.  Update the program website as necessary and instruct other staff on use of the systems.

Develop and maintain standard operating procedures and policies for the Food Quality Assurance Program's administrative functions that effectively manage workflow and incorporate state, federal, agency and program requirements.

During peak demands for service, provide relief coverage for resident shell egg plants grain sampling, weighing, and grading and other program inspections.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience using Microsoft Access for database development and implementation, including reporting capability, downloading data and maintenance.

Experience in the development and implementation of Quality Assurance Manuals and standard operating procedures for program operations.

Experience/education in poultry, egg and/or grain grading.

Experience working with inspection standards/regulation/policies that relate to grain or organic food production.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
