Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Infectious Disease Prevention and Health Services Bureau (IDPHSB) is to reduce the transmission of HIV and help Marylanders living with HIV/AIDS have longer and healthier lives. The IDPHSB is dedicated to primary and secondary prevention of HIV transmission in Maryland. In partnership with impacted communities, the Bureau develops, funds, and evaluates effective Adult Viral Hepatitis, Sexually Transmitted Infections (STIs), and HIV prevention and treatment programs. The Bureau also provides training, support, and technical assistance, in order to develop the capacity of agencies and individuals to successfully deliver those interventions and services.

In partnership with other IDPHSB offices and centers, along with impacted communities and public and private sector partners, the Center for Harm Reduction Services (CHRS) administers the Overdose Response Program (ORP), which provides community access to the overdose reversal drug Naloxone and authorizes new Syringe Services Programs (SSP) which provide sterile injection equipment to people who use drugs. The Center works with Local Health Departments (LHDs); law enforcement agencies; nonprofit organizations; substance use disorder treatment providers; social services; and, other partners, to build capacity for, and support of, harm reduction programs. 

This position will plan, organize, and implement activities within the 'Regrounding Our Response' program, in order to improve program outcomes. 'Regrounding our Response' is a Statewide, multidisciplinary workforce development program through which trained Master Presenters provide community education, in order to reduce the stigma of substance use and improve linkages to comprehensive care for people who use drugs. Under the supervision of, and with the approval and support of, the Division Chief of Capacity Building, this position will be the primary point of contact for all 'Regrounding Our Response' activities. 

In regards to 'Regrounding Our Response,' this position will be responsible for a variety of duties, including coordinating and facilitating events involving the training of new Master Presenters; providing technical assistance to current Master Presenters on facilitation skills and Maryland’s overdose crisis; and, co-facilitating presentations, as needed. This position will also be responsible for performing an annual curriculum update, as well as for collaborating within the Bureau and with the Maryland Harm Reduction Training Institute to meet training and capacity building needs across the State of Maryland. 

Additionally, this position will maintain extensive knowledge of public health, behavioral health, and harm reduction topics included in the 'Regrounding Our Response' curriculum, in order to effectively provide technical assistance to Master Presenters and other training participants. Finally, this position will work closely with the CHRS staff to align 'Regrounding our Response' activities with ongoing stakeholder outreach and capacity development efforts.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted, on a year-for-year basis, for the required education.

2. Additional graduate level education at an accredited college or university may be substituted, at the rate of 30 semester credit hours on a year-for-year basis, for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes, or overseeing or coordinating unit operations, or functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required education and experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
