Introduction
The Maryland Department of Emergency Management (MDEM) is looking
for a diligent, detail-oriented individual who is excited about making Maryland
a safer place to live. This
position primarily reports to the MEMA Public Assistance Officer and is
responsible for supporting a variety of emergency management projects across a
spectrum of subject areas. As a Public Assistance Specialist, this
individual will assist government agencies and certain non-profits in securing
critical disaster funding.
NOTE: This position operates within an on-call rotating schedule
according to assignment within the State Emergency Operations Center (SEOC) to
attend to all emergencies on a statewide 24/7 basis. This may involve working
12 hour shifts extended periods of time in support of 24 hour consequence
management activities.
MDEM’s mission is to proactively reduce disaster risks and
reliably manage consequences through collaborative work with Maryland’s
communities and partners. MDEM is the department of State government with
primary responsibility and authority for emergency preparedness policy, and for
coordinating hazard mitigation, incident response, and disaster recovery. MDEM
is a national leader in Emergency Management that provides Maryland residents,
organizations, and emergency management partners with expert information,
programmatic activities, and leadership in the delivery of financial,
technical, and physical resources “to shape a resilient Maryland where
communities thrive.” We do this by being Maryland's designated source of
official risk reduction and consequence management information.

Main Purpose of Job
POSITION DUTIES
This
position primarily reports to the MDEM Public Assistance Officer and is
responsible for supporting a variety of emergency management projects across a
spectrum of subject areas. As an emergency management specialist the individual
completes specific components of an overall project and completes tasks
assigned by an emergency management project manager and emergency management
project lead. This position serves in a support capacity in emergency
management programs.
This
position works closely with emergency management project managers, project
leads, agency stakeholders, and others at the direction of project managers in
pursuit of a desired outcome. Emergency
management specialists must be well versed in the subject matter and also capable
of working independently to complete tasks established by project managers and
senior leadership. Emergency management specialists produce written work,
ensuring that products are print-ready prior to submission to the project
manager for final approval. The emergency management specialist completes a
variety of tasks in addition to producing written work including facilitating
meetings, presenting to stakeholders, conducting analysis, developing
presentations, and completing other tasks as assigned.
Examples
of projects this position will support include contingency planning, training
development/execution, exercise development/execution, strategic planning,
policy development, implementation of technology solutions, community-outreach
projects, and facility-specific projects.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
· Bachelor’s Degree in Homeland Security, Emergency Management or other relevant field
· Experience with the preparation of Requests for Presidential Disaster Declaration
· Experience reviewing and approving Requests for Public Assistance for legitimacy and eligibility, as it relates to Federal Disaster Declarations
· Experience/working knowledge of Public Assistance (PA) Programs, including the Preliminary Damage Assessment (PDA) Plan
· Familiarity with FEMA Public Assistance grants

BENEFITS
Contractual employees who work for an agency
covered under the State Employee and Retiree Health and Welfare Benefits
Program, have a current employment contract and work 30 or more hours a week
(or on average 130 hours per month) may be eligible for subsidized health
benefits coverage for themselves and their dependents. As a contractual
employee, you will be responsible for paying 25% of the premiums for your
medical and prescription coverage, including any eligible dependents you have
enrolled. The State of Maryland will subsidize the remaining 75% of the cost for
these benefits. You can also elect to enroll in dental coverage, accidental
death and dismemberment insurance, and life insurance, but will be responsible
to pay the full premium for these benefits.
Leave may be granted to a contractual employee
who has worked 120 days in a 12 month period. This leave accrues at a rate of
one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
