LOCATION OF POSITION
This position is with the Maryland Department of General Services (DGS), Inventory Standards and Support Services Division, located at 301 W. Preston Street, Baltimore, MD 21201.
Main Purpose of Job
This position functions as the Fuel Administrator within the State Fuel Supply and Maintenance Management Office. The main purpose of this position is to assist the Statewide Fuel Manager with the administration of the Statewide Fuel Contract. The contract is responsible for the operation and management of over 100 consigned fueling sites throughout the State of Maryland. The program dispenses approximately 12-million gallons of consigned fuel and 12-million gallons of bulk fuel, which includes Gasoline, Diesel, E-85, Heating Oil and Motor Oil. The Fuel Administrator will manage the development of a Fuel Site Information Vault containing pertinent information for each fuel site both consigned and bulk, will oversee environmental compliance of all fuel sites throughout the State, will oversee fuel deliveries to ensure the fuel is being delivered in quantities that are in the best interest of the State, and will manage the Fuel Management e-mail inbox to ensure the Fuel Exception Program is up to date.
Duties for this position include, but are not limited to:
• Oversee the Statewide Fuel Contractor to ensure all fuel pumps at the State`s dispensing locations are properly calibrated.
• Manage the daily activities of the Statewide Contractor to ensure all necessary corrective action is taken when a dispensing location fails a fuel quality control test, including ensuring that other State locations do not have deficient fuel from the same source and determining and correcting the cause of the failed test.
• Manage fuel reconciliation reporting process to ensure the accuracy and validity of these periodic reports by reviewing supporting documentation, including evidence of fuel deliveries and fuel inventories, and ensure that these verifications are documented and retained. Ensure that the cause of variances noted through the reconciliation process are determined and corrected.
• Manage a database that includes a spreadsheet with all site inspections and environmental tests. Ensure the inspections and tests are scheduled with appropriate contractors and coordinate the correction of any discrepancies or compliance issues.
• Oversee the site design process for the State Fuel Management Office with the DGS Construction and Engineering Division and other outside agencies with the objective of developing a fuel dispensing and storage plan that is in the best interest to the State.
• Manage the updating and maintaining of a fuel parts and maintenance spreadsheet to facilitate the lowest cost for maintenance and repair to the state.
• Manage the Statewide Fuel Exception Reporting Process to ensure that the process is being monitored and addressed in a manner that will ensure that policies and procedures are being followed.
• Oversee the Statewide Fuel Management e-mail account to ensure that inquiries from customers and stakeholders are being monitored and that inquiries are being addressed.
• Manage and oversee the inspections process to ensure that fuel site visits are performed to determine that compliance and site information are up to date.
• Oversee the Statewide Fuel Program’s marketing efforts that are made to State and local agencies that do not currently use the program. Also, ensure that the State agencies required to use the Statewide Fuel Program are using the program.
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

1. One year of fuel compliance experience.
2. One year of program/project management experience.
DESIRED OR PREFERRED QUALIFICATIONS

1. Knowledge and experience with State government contracts.
2. Proficient in Microsoft Excel and Word.
3. Knowledge and experience with the Maryland Statewide Fuel Program.
4. An understanding of fuel contracts.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position. Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. The eligibility list will be valid for one year and may be extended. The list will be used by the hiring authority to select employees for interviews. Eligible lists may be used to fill future vacancies of the same classification.
You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire. If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process. Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list.
