Main Purpose of Job

Responsible for developing, directing, and maintaining marketing programs for Maryland farmers and watermen participating in the Maryland’s Best branding program for the Maryland Department of Agriculture. This position involves high-visibility projects, requiring an understanding of both agriculture and seafood industries, grocery store and food distribution channels, advertising, social media, procurement and as well as the ability to deal effectively with food industry executives and the media. Excellent interpersonal skills, strong written and verbal communication skills (including website design/management and social media) are required. This position is required to handle changing food industry policies and serve as a conduit for information on market information to Maryland farmers, watermen, food companies, distributors and retailers. This position contributes to the success of the Department of Agriculture in its mission to support the profitability of agriculture by additionally locating, securing and administering grant-funded programs related to producers.

POSITION DUTIES

Serve as agency subject matter expert in managing statewide and national marketing campaigns for Maryland agriculture and seafood products and programs.


Research, plan, develop, direct and maintain marketing and agribusiness development projects to enhance the production, distribution and consumption of Maryland agricultural products, especially through wholesale channels including grocery stores, state institutions and food service venues.
 
Design, develop, and direct maintenance of databases and a public searchable Maryland's Best website.
Utilize internet-based programs and data analysis tools for tracking statistics, evaluating effectiveness of advertising and social media efforts and producing program reports. 

Manage annual budget of $150,000 including administering federal grant-funded programs consisting of $100,000 while meeting stringent grant, audit requirements and accurate reports on time. 

Respond to written and verbal request on behalf of MDA, schedule meetings and meet with individuals and commodity groups, including persons from MDA, other local, state, federal staff, private agencies, agriculture producers and others to conduct outreach and training. 

Make policy and program recommendations to the Chief of Marketing and MDA senior management.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience connecting food businesses to available markets (for example, restaurants, food distributors, grocery store chains).

Experience with website design/management and social media.

Budget management experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
