LOCATION OF POSITION
Main Purpose of Job
This Business Analyst role will be working with the Developmental Disabilities Administration (DDA) through a large system implementation for both internal and external users. DDA is moving from one Electronic service (health) record system to another. The system that DDA is transitioning to is called LTSSMaryland. Users of the LTSSMaryland system include internal DDA staff and MDH staff, as well as external case managers for DDA service recipients and external providers of services to DDA recipients. This role will also be primary in the tracking of system updates needed and the implementation of those system updates. This role will serve as the primary contact for system items and will be required to remain current of project needs and impact to the service recipient communities as well as providers. Having a working knowledge of and familiarity with Medicaid rules and Electronic Data Interface transactions as well as Medicaid Claims and Provider management is beneficial to this role. The ideal Business Analyst will be organized, self-motivated, and able to complete complex tasks with little supervision. Candidates should have a basic understanding of database structure; demonstrated experience working with software development teams, business, and user staff on software development projects; and demonstrated experience with requirements gathering and documentation.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS

A Bachelor's degree or higher in Information Technology, Healthcare Administration or Public Administration.

Experience in Agile/Scrum methodology.

Experience in the review and documentation of test cases and RTMs.

The ability to positively impact process improvement and process management.

A high level of motivation to solve existing problems while anticipating new issues.

Proficiency in Microsoft Word, Microsoft Excel, and Microsoft PowerPoint.
