Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Policy Analyst within its Division of Policy, Research and Government Affairs (OPRGA).

Main Purpose of Job

The primary responsibility of the Policy Analyst is to perform economic development and business climate research and policy development at the discretion of the Managing Director of the Office of Policy, Research, & Government Affairs (OPRGA).

POSITION DUTIES

This position manages and/or assists in research and policy projects that complement the Department’s economic development efforts; creates frameworks for the current policy issues that influence Maryland’s business community; and assists the Department’s government relations efforts, as needed, during both the legislative session and the interim. These duties include attending public hearings, summarizing information for senior staff; and generally assisting with the daily activities of the legislative office – including administrative tasks.  All of these activities are to be performed independently with limited supervision. Frequently these activities will be performed in partnership with OPRGA or other Commerce staff and legislative staff. This position works out of the Department’s Annapolis Office during the 90 day legislative session (January through April) providing policy support for OPRGA and Commerce staff during the session.

The selected candidate will possess strong written and oral communications skills and the interpersonal skills necessary to work with high level public and private sector officials; have excellent analytical  skills and a track record of developing relationships among business and government parties; be able to handle multiple, concurrent and high priority tasks.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience in policy analysis/development, government relations, economic development or related field.

Knowledge of and experience with Maryland’s legislative process and policy makers highly preferred.  

Must be willing and able to work in the Annapolis office.

BA degree in public administration, economics, public policy, or government.

Proficiency with Microsoft Office Suite, Google Mail and/or other relevant software.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
