POSITION DUTIES
The Women Veterans/Inclusion Program Manager, under the supervision of the MDVA Outreach and Advocacy Program Manager, will establish and manage a statewide program to meet the diverse needs of specific veteran populations, to include women, minority, and other underserved veteran groups. The position will provide outreach to specific veteran populations and expand awareness of their needs. The position will identify resources to meet these needs and advocate on behalf of women, minority, and other underserved veteran populations.
Provide community
outreach and facilitate proactive advocacy on behalf of women, minority, and
other underserved veteran populations in Maryland.
Ensure women, minority
and other underserved veteran populations have access to all applicable
benefits and resources provided by both the Maryland and the United States
Department of Veterans Affairs.
Respond to direct
inquiries from women, minority and other underserved veteran populations to
provide information, referrals, and establish connections with supportive
services.
Provide informational
and program updates to the Director and Deputy Director of the MDVA Outreach
and Advocacy Program for sharing via website, newsletter and social networks.
Partner with the United
States Department of Veterans Affairs, State and Local Governments, and community
organizations, to coordinate events and/or conferences to raise awareness of
the needs of Maryland's women, minority and underserved veteran populations, to include an annual Women Veterans Appreciation Day.
Participate on
workgroups/commissions as a subject matter expert regarding the needs of women,
minority and underserved veteran populations in Maryland.
Chair a statewide
women veterans advisory group in order to collect information on the needs of
these populations, and to provide information on resources and programs
available to them.
Oversee and manage the
financial resources provided in the annual budget to support the agency’s women
veteran/inclusion program.
Provide policy
guidance to the MDVA Secretary and Outreach and Advocacy Program Director on to
policy matters effecting women veterans and underserved veteran populations in
Maryland.
Prepare reports as
required by the Maryland Department of Veterans Affairs and the Maryland
General Assembly.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of military and veteran culture
One year experience of event planning and execution
Two years experience advertising, marketing, and public relations
Knowledge and experience with social media platforms
Knowledge of US Department of Veterans Affairs functions and operations
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

eligible list for this recruitment may be used for similar positions in this or
other State agencies.
