Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products and promotions, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities.

Main Purpose of Job

The Drawings Manager for Special Games and Promotions plays an essential role in the Maryland Lottery’s efforts to increase brand awareness, promote products, maintain a positive brand image and engage with a variety of communities across the state in order to maximize exposure. The position is responsible for contributing to all phases of more than 70 second-chance contests and promotions per year, including the development of rules and procedures, public awareness and marketing efforts, and coordination of the claims process for winners.

POSITION DUTIES

The Drawings Manager for Second-Chance Contests and Promotions:
· Serves as a Drawings manager by facilitating all preparation, procedures, planning, implementation and follow-up of more than 70 second-chance contests per year. 
·  Oversees, manages and supervises all aspects of second-chance contests and promotional games at events including: drafting and reviewing procedures and affidavits; staffing; leading and executing drawings and games; ensuring drawings and games adhere to strict procedures and guidelines; recording official results; contacting winners.   
· Is responsible for writing extensive internal drawings procedures for second-chance contests and game shows.
· Works closely with the Attorney General’s Office and the Accounting and Financial department to ensure that the procedures and affidavits for the drawings and game shows are accurate and in compliance with standard state guidelines. 
·  Works with the Marketing and Product Development departments to conceptualize ideas for second-chance contests; and review and edit documents to be sent to vendors and Lottery employees.   
·  Facilitates prize fulfillment for more than 1,000 second-chance winners per year, including: winner notification, prize distribution and winner follow-up phone calls. 
·  Coordinates the claiming process with the Customer Resource Center by providing documents following each second-chance drawing and winner claim forms. 
·  Supervises the winner notification process with various Communications division employees. 
·  Provides internal audit with documents and videos when needed to ensure the integrity of second-chance contests.  

The Drawings Manager for Special Games and Promotions also serves as an Assistant Drawings Manager for the Daily Drawings:  
·  Serves as a back-up to the Drawing Manager by supervising 12 Drawing Officials and daily drawings (Pick 3, Pick 4, Bonus Match 5, 5 Card Cash and Multi-Match) in the absence of Drawings Manager. This occurs approximately 30 days per year.  
·  Signs Drawing Officials’ timesheets as needed. 
·  Works as liaison with the television partner station and television production company to ensure the integrity of the drawings.  

The Drawings Manager for Special Games and Promotions is also responsible for some of the media and public relations activities of the Communications department:
·  Serves as the Agency contact for the Promotional Partners program in Western Maryland region (14 media outlets).
·  Makes press calls to inform media of latest jackpots, winners, promotions, etc.
·  Arranges radio and television interviews. 
·  Serves as spokesperson for Western Maryland media. 
·  Writes and edits copy for publications and newsletters.   
·  Prepares, composes and edits media advisories, press releases, and articles, along with other promotional and publicity information.  
 · Represents the Lottery at events throughout the state when needed.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience creating and executing promotional contests and/or events.

Experience drafting contest rules or procedures.

Experience handling multiple projects simultaneously.

Experience writing  a press releases, business documents, or reports and/or creative writing pieces.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
