Main Purpose of Job
This position reports directly to the Fiscal and
Grants Manager. and is responsible for grants management and the administration
of fiscal services. It also involves performing various project-based tasks
that could result from new legislations, new grant funding opportunities;
and/or change in agency direction.
POSITION DUTIES
This position is responsible for grants administration and
management, as well as fiscal services for the Maryland Center for School
Safety. The incumbent will be involved in preparing grant application
requirements, preparing guidelines for the submission process, creating grant
support documentation forms/templates, creating grants monitoring
specifications and grants performance standards, reviewing quarterly and final
reports for compliance, reviewing and processing invoices, and overall grants
monitoring during the grant life cycle. This position will also perform various
fiscal duties including and not limited to operational budget analysis and
review; accounting functions such as reconciling agency revenues/expenses;
reviewing purchase requests; as well as some procurement functions. The person
in this position is expected to be technically savvy and quick to learn new
systems and technologies as well as work with our partners at the Maryland
State Department of Education (MSDE), local school systems, law enforcement
agencies and nonpublic school partners.
MINIMUM QUALIFICATIONS
EDUCATION: Bachelor’s Degree in Bachelor’s in Business
Administration, Accounting, Management or a related field.
EXPERIENCE: At least four (4)
years’ experience in grants management, contracts, accounting, budget, or other
relevant fiscal administration.
Notes:
- Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
- Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
Professional experience in grants management,
financial management, accounting, and budgeting is desired. Experience working
with the State of Maryland Financial Management System (FMIS) to include RSTARS
and ADPICS is preferred.
DESIRED OR PREFERRED QUALIFICATIONS
This position requires exceptional
organizational skills, critical thinking skills, analytical and mathematical
skills, oral and written communication skills, and project management
skills. The ideal candidate will need to
be able to handle multiple projects concurrently, work collaboratively, and
communicate effectively with internal and external partners. The ability to
think independently, take initiative and prioritize work is an essential job
function for this position.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
