Main Purpose of Job

This recruitment is for two positions.  Each position will have assigned Headquarters units, as well as Local Health Department Units or MDH Facilities.

The main purpose of the positions is to provide oversight and supervision of all payroll/timekeeping processes for MDH Headquarters, assigned Local Health Department Units and assigned MDH Facilities to ensure accuracy and timeliness of payroll and timekeeping reporting.  The incumbent will provide training to staff at headquarters and health departments.  This position supervises the timekeeper approvers and timekeepers as well as facilitation, consolidating and verifying the inputs of MDH Headquarters, Local Health Departments and MDH Facilities for Workday.  This position acts as the liaison to Central Payroll Bureau (CPB) for all payroll matters and reconciliation of payroll issues.  As the Payroll Manager, the incumbent will be responsible for training, providing orientation and guidance to MDH Headquarters, Health Department Units, MDH Facilities and all MDH employees and supervisors while overseeing the processes in place by the MDH Headquarters Payroll and Timekeeping.  This position will also be responsible for providing training to all new timekeepers and timekeeper approvers in the policy, procedures and transactions necessary to ensure compliance with COMAR, FLSA and SPP.


Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.


1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.


Candidates must possess at least two years of professional timekeeping and/or payroll experience, if not using the education substitution. 


Preferred candidates should possess the following:

  • Experience supervising employees or volunteers;
  • Customer service experience and experience responding to inquiries and concerns with payroll and leave keeping;
  • Workday experience, payroll and leave keeping experience;
  • Detail oriented, good organizational skills, and strong verbal and writing skills;
  • Skilled in MS Office Suite (Word, Excel and PowerPoint); and,
  • Ability to work in a fast-paced, deadline driven environment.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
