Main Purpose of Job

This position will serve as the public information officer and marketing director for the Maryland Department of Aging (MDoA). This position directs the development and coordination of internal and external communications activities for MDoA, including the Department’s website and social media resources. The employee will oversee media outreach, public relations activities, and program marketing plans. The Officer will draft speeches and briefing materials for the Secretary, Deputy Secretary, and other officials.

POSITION DUTIES

Public Information Officer/Communications

Develop a comprehensive and cohesive communications and outreach plan to promote the Department’s activities and programs. 

Maintain a calendar of outreach activities and events, including annual conferences and similar events. 

Prepare speeches and briefing materials for the Secretary, Deputy Secretary, and other officials. 

Direct media relations including such activities as preparation and distribution of press releases, public service announcements, and articles. 

Conceives and carries out press and other special events and activities to promote MDoA and its programs. 

Assist the Secretary with responses to media inquiries and preparations for interviews. 

Maintain relationships with other state agencies, aging network partners, and media partners to further cement communication linkages and coordinate various public relations activities. 

Develop and implement MDoA’s communications policies and procedures. 

Train staff. 

Work with MDoA's senior team to pursue and achieve a variety of initiatives as determined by the Secretary.

Represent the Department at meetings and events as the PIO or when the Secretary or Deputy Secretary is unavailable. 

Marketing and Social Media 

Assist with the creation of program and promotional materials and develop marketing strategies. 

Review program marketing plans, for content and return on investment. 

Oversee ongoing development of content and design for the Department’s website and social media posts.

Analyze the effectiveness of outreach campaigns to ensure they are meeting goals.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Three years of experience in communications, public relations, journalism, marketing or other related experience in publicity or promotional work.

One year of experience in public speaking. 

Experience using Microsoft Office Suite and Google Mail and Drive. 

Experience in social media management. 

Excellent written and oral communications skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
