Introduction

The Water and Science Administration is recruiting for an Administrator III - Board of Well Drillers. This is a position specific recruitment for the Maryland Department of the Environment. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting cert list will be maintained for one year. Persons interested in future vacancies within the classification must re-apply.

This position is open to permanent and contractual employees of the Maryland Department of the Environment only.

Main Purpose of Job

The main purpose of this position is to administer, coordinate, and enforce the provisions

of the statutory mandate of the State Board of Well Drillers (the Board), established under
Title 13, Environment Article, Annotated Code of Maryland. As such, this position serves
at the pleasure of the Department Secretary and Board.

The Executive Director is responsible for the administration and licensure functions of the Board of Well Drillers. This includes proctoring written examinations; providing Board meeting support, including preparation of and follow up; investigating and recommending disciplinary actions such as reprimand, suspension, revocation of a license, or criminal prosecution; organizing and performing the legislative/regulatory development functions of the Board; maintaining effective relationships with other organizations for the Board; analyzing industry trends; overseeing daily operational activities; retaining all necessary records of the Board; and communicating effectively with license holders and employers, Board Members, and Board Counsel.

This position is primarily administrative in nature. It necessitates organizational,
computer literacy, and strong written and verbal communication skills. The successful
candidate should be familiar with budget management, water well construction, water pump installations, and water treatment installations.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

The selected candidate must have the following:

  • Onr year of experience with a Licensing/Certification Board.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience working with a well driller, water pump installer, or water conditioner installer;
  • Experience with water well construction, or water treatment;
  • Experience planning and directing activities or managing the day-to-day operations of an organizational unit or program;
  • Experience with Microsoft Works, Excel and Access or similar databases;
  • Good organizational, multi-tasking and problem solving skills;
  • Strong attention to detail;
  • Excellent oral and written communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
