This is a position specific recruitment for the Maryland Department of the Environment.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Administrator IV is responsible for exercising considerable judgment and authority in directing the financial integrity of WSA through the planning, managing and supervising of operations which include procurement, fund management, workforce and salary management, audit oversight, and internal control. This is a supervisory position in which the incumbent will have the responsibility of planning, coordinating, supervising and evaluating the work of subordinates in the Operational Services and Administration Program. The incumbent of this position will also recommend and interpret departmental policies and procedures for WSA's senior management team and will participate in the decision-making process of the Administration.  This position will have the responsibility for acting on behalf of the Program Manager of the Operational Services and Administration Program in her absence during the legislative session to ensure that the regulatory mission of the Administration continues without interruption.


Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.


1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.


The selected candidate must have the following in order to be considered:

  • Two years of experience in the fields of budget operations, financial analysis, revenue analysis, and/or budget legislation.
  • One year of experience in fund management (special, federal and/or reimbursable funds).


It is preferred that the selected candidate has the following:

Experience in the development of policies and procedures pertaining to governmental operating budget formulation/management.

Experience in audit/fiscal internal controls.

Proficiency with Excel spreadsheets. 

Experience in the supervision of employees responsible for budget operations, financial analysis, revenue analysis, fund management and/or budget legislation. 

Bachelor's degree in Finance, Accounting or Business Administration.


Limited to permanent and contractual employees of the Maryland Department of the Environment.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
