LOCATION OF POSITION

This position is available with the Maryland Department of General Services’ Office of Energy and Sustainability, located at 301 West Preston Street, Baltimore, MD 21201.

Main Purpose of Job

The Electric Vehicle (EV) Program Coordinator will manage the State’s EV Infrastructure activities at DGS under the overall direction of the Chief of Sustainability. The position will oversee the implementation of EV infrastructure at State facilities, coordinate with agency management on state-wide standards and procedures for EV charging implementation, and ensure the portfolio of State EV projects and initiatives are carried out in compliance with those standards.
This position will work to standardize the State’s policies and approach to EVs and EV infrastructure across State agencies. The incumbent will publish and present guidance to ensure agencies are aware of these policies and can coordinate on EV infrastructure with a centralized program. The position will also track the progress of a portfolio of EV infrastructure projects. The incumbent will keep abreast of all available rebates and incentives available to the State and manage the rebate process for each installation.
This position will work closely with the EV Project Manager to coordinate the installation of all EV infrastructure, including planning, scheduling, and agency outreach.

POSITION DUTIES

Duties for this position include but are not limited to: 

  • Develop and implement policies, guidelines, and best practices. Research and develop best practices for EV Infrastructure implementation. Develop and recommend guidelines and policies that will help to standardize the implementation of EV infrastructure across State agencies. Process all available rebates and incentives.
  • Coordinate with State agencies/using agencies. Serve as the main point of contact for State Agencies regarding EV Infrastructure at State facilities. Assist with answering questions, resolving issues, and ensuring Agencies are aware of and following State-wide policies and guideline.
  • Provide training & outreach to State agencies. Assist with the development of educational resources that can assist State Agencies in understanding how to procure EVs and procure and install EV infrastructure. Lead training programs at least twice per year.
  • Meetings and document support. Lead and/or support monthly stakeholder meetings. Prepare agendas, presentations, and meeting summaries. Present updates and facilitate discussion as necessary.
  • Contract management/procurement. Assist with the preparation of competitive solicitations related to EVs and EV Infrastructure and services, as necessary. Participate on evaluation committees and sourcing teams and Chair evaluation committees as needed. Interface with the Office of State Procurement on solicitations and contracts.
  • Research and pursue funding opportunities. Research and pursue funding via grants and other opportunities available to State government for EV infrastructure. Manage grant application process.
  • Participate and coordinate with related State task forces and groups. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must possess the following selective qualification(s) to be considered. Include clear

  • Two (2) years’ experience coordinating programs and projects related to fleet electrification, electric vehicle charging equipment, or greenhouse gas reduction initiatives.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience with coordinating programs or projects.
  • Experience with one of the following: developing policies and programs; or authoring guides, resources, policies, handbooks, or meeting documents.
  • Experience with data tracking, capturing and reporting out on metrics for a program or initiative.
  • Advanced knowledge of Microsoft Word and Excel.
  • Familiarity with Google Documents and Google Sheets.
  • Interest in fleet electrification and reducing the State’s climate footprint.
  • Meticulous organizational skills.
  • Excellent written and verbal communication skills.
  • Ability to collaborate with others to accomplish a goal.
  • Experience leading meetings.
  • Experience conducting training and outreach activities.
  • Experience with pursuing grant funding or other project incentive programs.
  • Experience or familiarity with vehicle fleet management.
  • Experience or familiarity with real estate practices and procedures.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
