POSITION DUTIES

This position provides administrative assistance to the Director of Data and Accountability for Career Programs whose duties include the collection and analysis of career and technical education local and state data for state and national reporting purposes. Additionally, the position supports the Equity and Civil Rights Compliance Specialist who duties include conducting and reporting on the Methods of Administration Office of Civil Rights Technical Assistance visits.
This position also supports the Director of Finance and Legislation for Career Programs, the Coordinator of Finance and Legislation for Career Programs as well as three Career Program Grants Specialists whose duties include internal and external inventory, all aspects of the Carl D. Perkins Law, and program proposal approval at both the secondary and postsecondary level. This position requires knowledge of the Division of Career and College Readiness programs, policies and procedures, as well as federal and state statutes regarding career and technical education in Maryland. This person serves as the Accountability Officer for Division of Career and College Readiness.    

Manages internal and external inventory for the Division of Career and College Readiness (DCCR).  
  • Serves as the main point of contact for information dissemination (both oral and written) regarding inventory for external and internal career and technical education (CTE) customers.  Provides customers with information related to federal and state statutes, regulations and procedures regarding equipment tag identification, tracking and disposition. 
  • Coordinates the inventory process and assumes lead responsibility for managing the equipment inventory purchased with State and federal funds in order to maintain compliance with all established requirements. Determines information needed and assists with audit resolution statewide. 
  • Manages internal inventory of DCCR. This responsibility includes an annual physical inventory, tagging equipment, coordinating the process to report lost or stolen equipment and disposing of excess and obsolete items. Interprets laws and regulations and cites references to MSDE Financial Reporting Manual and EDGAR Code of Federal Regulations as needed to resolve equipment issues including sensitive and non-sensitive equipment. Works one-on-one with local career and technology education directors in 24 local school systems and community college Perkins contacts in eligible community colleges to assure compliance. 
Coordinates the career and technical education (CTE) program of study proposals review process for program approval. 
  • Coordinates the process for timely approval of program proposals and amendments for secondary (Maryland Programs of Study and locally developed programs of study) and postsecondary CTE programs 
  • Tracks status of program proposals and amendments through the review and approval process using an excel spreadsheet. Supports Monitoring and Methods of Administration Process
  • Sends out appropriate notifications to local school systems and community colleges according to monitoring and methods of administration targeting plans. 
  • Schedules all monitoring and Methods of Administration on-site reviews and works with local school system and community college personal to coordinate logistics for visits.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years performing secretarial work or clerical work involving typing duties.

Notes:

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted  at the rate of thirty credits for one year of experience for up to two years of the required experience.

Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration or Personnel Specialist classifications or Administrative, Clerical, or Office Services specialty codes in the Special Assistant or Secretarial fields of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

1. Proficient knowledge in the application of Microsoft Office Suite (e.g. Word, Excel, PowerPoint, Publisher) and  knowledge of Google applications (e.g. Forms, Docs, Calendar, Drive).

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  1. Online productivity tools experience (e.g. Survey Monkey, Eventbrite)
  2. Data Management experience

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a keyboard of a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.
