Main Purpose of Job

To devise, implement, maintain and improve the Garrett WORKS (welfare to work) Program for customers of the Family Investment Program, Garrett County Department of Social Services.

POSITION DUTIES

Interviews customers, completes assessments and determines needs related to self-sufficiency and the work program.  Decides what services are appropriate, assists customers in completing their Family Independence Plan.  Makes work assignments and monitors and tracks performance.  Continuously improves the services offered by the program to better meet customer’s needs and program goals. Assures support services are in place for customers. Imposes sanctions when appropriate.  Coordinates compliance issues with other Family Investment staff.  Authorizes payment and tracks disbursement of customer incentives.  Disburses funds through Program 10 Welfare to Work for supports like transportation, job skills, uniforms and tools, and other services.  At all times, will provide customer service to both internal and external customers that meets or exceeds the standards set by the Department.Functions as the agency’s primary liaison with the community for our work program.  Presents program to community partners and the public.  Develops and maintains work experience and community service worksites for customers.   Some of our existing worksites include the Meals on Wheels program, nursing homes and town maintenance crews.  Develops Subsidized Employment worksites, negotiates and writes contracts with worksites and other work program vendors.  Meets with worksite supervisors and agency heads, oversees assignment of customers to job sites, monitors performance and resolves problems that may arise.  Develops an ongoing relationship with the local business community.  Meets with area employers and other groups and markets customers with them.  Matches customers with jobs. Meets with other agencies and groups seeking to maximize resources to better meet customer needs. Develops and implements a full range of support services for customers, including Child Care, transportation, clothing specialized training and other supports.  Markets, takes applications, makes eligibility determinations, deals with project vendors of the agency’s work program, including Wheels to Work.  Includes making home visits to customers to better assess needs and determine appropriate activities and services. Assures that the work program meets local, state and federal guidelines. Coordinates and assumes responsibility for tracking work program activities on data tracking systems including WORKS.  Is the agency’s resident WORKS expert. Assures agency compliance with Universal Engagement and Work Participation goals set by DHS and federal TANF legislation. Tracking includes customer satisfaction.  Monitors program effectiveness and retools program as needed. Monitors and adjusts program expenditures to meet local and state compliance. Keeps up-to-date regarding the latest in welfare reform theory and practice, and uses this knowledge to develop innovative strategies while implementing the work program.  Works closely with agency’s Strategic Planning Team and Leadership Team, makes presentations to internal and external groups regarding welfare to work.  

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

LIMITATIONS ON SELECTION

Limited to candidates willing to accept employment in Garrett County (Western MD). We are located 190 miles (3 1/2 hours) one way from Metro Baltimore.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
