POSITION DUTIES
These Recruitment and Staffing (Talent Acquisition) Specialist positions reside in the Human Capital Management Division (Human Resources) within the Maryland State Department of Education (MSDE) and is responsible for providing technical, operational, and administrative support to all Talent Partners and Recruitment Coordinators throughout each stage of the recruitment and staffing process at the. The ideal candidate must be analytical, detail oriented, and must have excellent organizational and communication skills.
- Executes all administrative and technical responsibilities within a highly effective, efficient, and transparent Human Capital Management service level agreements that drive each stage of MSDE’s talent acquisition processes and practices
- Conducts all candidate screenings to include reference verification and prepares summary documentation for finalizing hiring decisions for the Talent Partner.
- Supports Talent Partners with interview processes, protocols, and selection documents.
- Provides documentation and research assistance to Talent Partners and Recruitment Coordinators for the purpose of completing special correspondence, reports, and preparing distribution of documents.
- Maintains systems, databases, files, and up to date documentation for all employees and applicants -
- Processes new hire documentation and completes hire details for all onboarding transactions in HRIS system to ensure proper onboarding of candidates.
- Manages recruitment files assuring compliance to all auditing and retention standards
- Confers with Budget and Accounting Branches to assure proper position organization and funding changes.
- Coordinates and follows up with new employee orientation team to ensure seamless onboarding for New Employee Orientation.
MINIMUM QUALIFICATIONS
EDUCATION: Possession of a bachelor's degree from an accredited four-year college or university.
EXPERIENCE: One year experience in administrative or professional work.

- Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
- Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
The required one year of experience must have been in Human Resources.
DESIRED OR PREFERRED QUALIFICATIONS
Preference
will be given to applicants who possess the following preferred
qualification(s). Include clear and specific information on your application

- Experience using HRIS systems
- Experience conducting reference verifications and candidate screenings
- PHR and or SHRM-CP desirable
SPECIAL REQUIREMENTS
Applicants must consent to State and FBI (CJIS) background check as a routine procedure for all employees. Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.
