Main Purpose of Job

The successful candidate will have overall administrative and leadership responsibility for the new Center for Excellence in Family Resource Development – a four-year, Federal Children’s Bureau funded project. This exciting collaborative venture between the Federal Children’s Bureau, DHS/SSA and four local Departments of Social Services, the Institute for Innovation and Implementation, and the Grand Challenges in Social Work Initiative is the only one of its kind in the nation, providing tremendous opportunity for creativity and having a real impact on the foster care system.

This position provides oversight and technical assistance to all 24 local jurisdictions related to the recruitment and training of public resource homes and is responsible for all federal reporting and the submission of the annual recruitment and retention plan. 

This position is responsible for providing leadership to the Project Steering Committee and Advisory Board, as well as oversight, management and technical assistance to the four pilot sites as well as the overall project. This leader will develop, coordinate, maintain, and manage a project work plan that translates project objectives into actionable and accountable, plans. Further responsibilities include regular communication with all collaborating organizations, and compiling progress reports and presentations for state and federal leadership.

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor’s degree from an accredited four-year college or university.

Experience:  Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

Two years of the general required experience must include developing, implementing and or monitoring/reporting on a budget.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate will possess:

1.  Two years of experience working with foster youth and families, preferably foster parent recruitment, retention, and training.

2.  One year of experience collaborating with agency stakeholders and partners.

3.  Six months of experience developing, implementing and or monitoring/reporting on a budget for a GRANT-FUNDED human service program.
