Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health efforts, in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, with special attention to at-risk and vulnerable populations. The Infectious Disease Prevention Health Services Bureau (IDPHSB) works in partnership with LHDs, providers, community-based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases. Areas of oversight include HIV, STIs, Viral Hepatitis, Harm Reduction, MADAP (Maryland AIDS Drug Assistance Program), and Community Engagement.

The mission of the Center for Sexually Transmitted Infection Prevention (CSTIP) is to prevent and reduce sexually transmitted infections (STIs) in Maryland. Preventing STIs and their complications is essential for improving both sexual and reproductive health, as well as for preventing HIV transmission. 

In close coordination with the Data to Action Manager, this position will plan, coordinate, implement, and evaluate all data-to-action activities by utilizing STI surveillance data to ensure that all Marylanders indicated for PrEP (Pre-Exposure Prophylaxis) and nPEP (non-occupational Post-Exposure Prophylaxis) services are appropriately linked and supported in PrEP access. This position will serve as the Maryland subject matter expert for PrEP, nPEP, and other biomedical interventions. In addition, this position will coordinate all activities and technical assistance associated with any statewide PrEP/nPEP programming, including current and future partnerships with providers, law enforcement, victim services, pharmacists, and communities. 

Furthermore, this position will serve as a part of a team of staff members who are focused on the project, 'Ending the HIV Epidemic: A Plan for America.' Finally, this position will collaborate closely with, and receive technical supervision from, the Data to Action Manager, in regards to any data-related issues. This position will report to the Chief of the Center for STI Prevention for administrative and programmatic supervision.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

Experience: Six years of professional experience in health services, three years of which must have been in health services professional clinical or administrative services, in areas other than Mental Health, Developmental Disabilities or Addictions, and three years of which must have been at the managerial or supervisory level.

Notes: 

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience in PrEP (Pre-Exposure Prophylaxis) and nPEP (non-occupational Post-Exposure Prophylaxis), as well as experience in PrEP navigation and linkage services. He/she should also have experience working in local and/or State health departments, along with experience using data to inform public health interventions and create quality improvement opportunities.  

Lastly, the desired candidate should have experience using the following online databases: PRISM, REDCAP, MAVEN, and/or CAREWARE.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
