POSITION DUTIES

The Director of Suicide Prevention and Early Intervention is responsible for the overall management and functioning of the Statewide Suicide Prevention Program. Using data from violence database, Office of Chief Medical Examiner, treatment system, and other data sources, this position will develop and implement a Statewide suicide prevention plan which seeks to raise suicide prevention awareness within the general population and reduce identified risk factors and enhance protective factors within populations at increased risk for suicide.

The Director of Suicide Prevention and Early Intervention is also responsible for developing and implementing the Statewide Mental Health Promotion Plan. Analyzing data from mental health indicators in the general population needs assessment information from stakeholders, and incorporating best practices, develops and implements a statewide mental health promotion plan which addresses the goals of promotion of mental health in the general population, improving the mental health of “at risk” populations, reducing the incidence of mental illness in the population, and minimizing the impact of mental health problems in communities.

This position will develop and promote new and revised legislation, regulations, and policies that improve suicide prevention practices and promote mental health practices; oversee the Statewide Substance Use and Mental Health Crisis Hotline, including management of the hotline contractors both programmatically and fiscally; collaborate to execute a diverse array of public awareness campaigns; integrate suicide prevention and mental illness prevention activities into other health care settings for early identification and referral; create and supervise the implementation of training with health and human service professionals as well as other community stakeholders, including an annual statewide suicide prevention conference; chair the Governor’s Commission on Suicide Prevention; and uses external data sources to monitor suicide trends and patterns. This position is responsible for a budget of approximately $1 million annually and supervision of support staff.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six (6) years professional experience in health services, three (3) years must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions and four (4) years must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience in the field of suicide prevention, preferably implementing suicide prevention programs; experience with suicide prevention data and evidence-based practices; providing technical assistance to a wide variety of individuals, in-person, on the phone and on-line; experience with the Maryland State behavioral health and education systems; time management skills and the ability to organize and prioritize tasks to meet internal/external deadlines independently and collaboratively. The desired candidate should also possess experience planning and coordinating administrative support for programs, meetings, trainings and workshops to include pre-planning, implementing, and post-event evaluation.
