POSITION DUTIES

The Director of the Division of Preparedness and Response (DPR) is a senior-level leadership position within the St. Mary’s County Health Department (SMCHD) reporting directly to the Deputy Health Officer. The DPR Director will manage a division of multiple units; represent the agency with key federal, state, regional, and local partners; and manage a multi-million dollar budget of public and private dollars to support public health emergency preparedness and response. This position will be Monday-Friday, 8:30 a.m. to 5:00 p.m. with the flexibility to work as needed in a dynamic, emergency preparedness, and response-focused environment. Potential rotation of on-call duty after hours, weekends, and holidays. This position will also be designated as essential and will be part of  the County's emergency response which operates seven days a week. Shift work may be required with hours during evenings and weekends when activated for emergency response.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience:  Six years professional experience in health services, three years must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions and four years must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • A Master’s degree in public health, public administration, emergency management, or related field.
  • Experience with emergency preparedness oversight responsibilities, including development and implementation of emergency response/operations policy and procedures; coordination with a multidisciplinary team in emergency preparedness and response incidents; and development and implementation of ongoing training curricula on topics relevant to emergency response and safety/security. 
  • Experience with fiscal management of public dollars, supervision of multiple direct and indirect reports, and reporting of progress/outcomes for multiple stakeholders including policy-makers and funders. 
  • Experience with public health emergency preparedness capabilities or Federal Emergency Management Agency (FEMA) mission areas/core capabilities related to prevention, protection, mitigation, response, and recovery. 
  • Training or willingness to complete training within six months of hire; formal training relevant to the Incident Command System, National Incident Management System, and the Homeland Security Exercise and Evaluation Program (includes ICS 100, 200, 300, 400; IS 700, 800).
