Introduction

The Maryland Department of Labor is now accepting applications for Procurement Officer Trainee. This is an entry-level position, the individual will learn contract preparation, contract negotiation, and contract management, from the initial stages until the contract has been awarded and executed.

Main Purpose of Job

This is an entry-level position working within the Administration, Procurement Section. Through this position, the individual will learn contract preparation, contract negotiation, and contract management, from the initial stages until the contract has been awarded and executed. This position does not supervise, but may provide guidance and direction to lower-level Agency Procurement Associates and support staff. Position receives moderate supervision from an Agency Procurement Specialist Supervisor or other designated administrator. The position is responsible for obtaining quotes and corporate purchasing card purchases for the Department in accordance with State Procurement Regulations (COMAR Title 21).

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Uses ADPICS portion of FMIS to facilitate the procurement process
  • Learns to review and analyze purchase requisitions and determines the minimum vendor requirements and the most appropriate procurement method to use, i.e. negotiated award, competitive sealed bid, competitive sealed proposal, sole source or direct voucher
  • Develops, prepares and maintains automates and manual record keeping systems for vendors. procurement records, contract correspondence and associated reports
  • Creates bidders list from databases and updates vendor profiles. Utilizes the Small Business Reserve and Minority Business Enterprise program databases for reference. Recommends approval, disapproval or substitution of vendors for specific commodities or services

MINIMUM QUALIFICATIONS

Education:    A Bachelor’s degree from an accredited college or university.

Experience:  None.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.

2. Candidates may substitute professional contract management experience or professional procurement experience, on a year-for-year basis, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications:

Bachelor's degree in Business or IT 

Six months experience with Public Procurement 

Six months experience utilizing a computerized financial management system

Six months experience with the State of Maryland's Financial Management Information System (FMIS)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification must obtain possess a certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
