Main Purpose of Job

The Procurement Officer II will oversee the acquisition of technology products, services, maintenance, and commodities for the Maryland State Department of Education. The Agency Procurement Officer II is responsible for the development, awarding, and tracking the procurement of goods and services for the Department. The Procurement Officer II provides active management of all IT projects, including Major IT Development Projects (MITDP) that require oversight and approval by the Department of Information Technology (DoIT). The Procurement Officer II is the primary point of contact for all mid to large procurement efforts and must be able to communicate effectively with MSDE staff, State agencies, as well as front-line staff with a high focus on customer service and best practices. The Procurement Office II operates in a hands-on role with the ability to step in and assist with various support matters while also being the initial point of escalation for high-severity issues. This position provides direct leadership and guidance in the resolution of such issues.

POSITION DUTIES

Develops procurement documents and facilitates various types of procurement projects. Develops bid specifications such as contract deliverables, payment methods, performance measures and acceptance standards. Reviews requests for contracts, contract requests for proposals, bid requests, contract documents, and sole source justifications for completeness, clarity and accuracy, including modifications and renewals; Works in collaboration with program staff to develop contract modifications or addenda to existing contracts and submits them to the Attorney General's Office for review. Publishes solicitations and awards in the Maryland register (eMMA). Conducts pre-bid conferences and public bid openings on solicitations. Obtains final approvals outside MSDE as needed and executes final documents for award. Assures availability of all documents related to the evaluation of proposals and the selection of vendors by properly archiving documents. Supervise other professionals and perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university. 

Experience: Three years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

1. Candidates may substitute professional contract management or procurement experience on a year-for-year basis for the required education. 
  
2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.
 
3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience. 
  
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

One (1) year of Supervisory Experience 

State Procurement experience in FMIS, Purchases, Laws and Regulations

Experience with procurement methods such as PORFP, TORFP

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. 
2.  Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the eligible (employment) list for at least one year. For education obtained outside of the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation will be required prior to hire.
