Introduction

This is a Management Service position that serves at the pleasure of the Appointing Authority. This is a position specific recruitment for the Maryland Department of Natural Resources (DNR), Fiscal and Administrative Services (FAS).

The Department of Natural Resources leads Maryland in securing a sustainable future for its environment, society, and economy by preserving, protecting, restoring, and enhancing the State’s natural resources. DNR, FAS is seeking a procurement professional to manage exciting, enriching, and varied procurements. This position will play a key role in the enhancement and increased professionalism of DNR procurement policies, procedures, and staff, in conformance with COMAR Title 21.

POSITION DUTIES

This position serves as the Associate Director of Procurement, FAS, for the Maryland Department of Natural Resources. The Associate Director is responsible for supervising a Procurement Officer II, a Procurement Officer I, and an Administrative Officer I. The position oversees the overall day to day operations of FAS Procurement Activities and the Corporate Purchasing Card program. In addition, this position is responsible for assisting and training Department of Natural Resources staff involved in procurements for greater efficiency and effectiveness. Additional duties include management reports, supervision of all GOSBA reporting, coordination of donations, and other fiscal duties including audit assistance, as needed. This position reports to the Director of DNR, FAS. 

Please note, the incumbent will be expected to telework from home with minimal use of DNR office facilities for the foreseeable future.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university is required.

Experience: At least five years of experience performing government procurement or contract management with progressively increasing responsibilities. Experience should include contract and purchase order management, year-end close-out, and change orders. At least two years of this must have been supervisory level experience coordinating the work of procurement staff.

Notes:

1. Candidates may substitute certification as a Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for up to one year of the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education, for up to two years of the required education or required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications include, but are not limited to:

Strong organizational, administrative, and supervisory skills in the procurement operations of a state organization.

Strong training and communication skills to guide procurement staff throughout DNR.

Knowledge of COMAR 21 and other Maryland State procurement laws, regulations, policies, and procedures.

Comprehensive knowledge of the procurement systems eMMA and ADPICS.

Proof of CPPO (Certified Public Purchasing Officer) certification.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification who have not done so must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
