Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Forest Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

POSITION DUTIES

The Forestry Manager II serves on the Regional Forester’s staff as a Project Manager responsible for the operations, supervision, and administration of the Howard/Montgomery Project (Howard and Montgomery Counties) in central Maryland.

Primary duties include the implementation and coordination of forestry-related activities on private and public forest land in each of the following operational areas: forest resource management, forestation, forest resource protection, information and education, urban and community forestry, fire response, and law enforcement.

Specific duties include:
● Manages, directs, and coordinates daily operations of employees by planning and scheduling work assignments, providing training, and evaluating performance. Leads, instructs, and oversees the work of volunteers and contractors who are performing forestry-related activities.
● Gathers and analyzes forest resource inventory data by using scientific data collection techniques, resource maps, aerial photos, and various reference publications to develop technical Forest Stewardship Plans. Reviews Roadside Tree Project Applications.
● Implements and coordinates forestation plantings for conservation purposes by locating planting areas, preparing planting plans and/or restoration plans, determining planting costs, utilizing financial incentive programs, securing tree stock, retaining contractors, recruiting volunteers, supervising planting efforts, performing seedling survival counts, and assessing the property for possible release work.
● Oversees forest protection program through preparation, prevention, suppression and training to reduce losses of the forest resource, including responding to wildland fires.
● Coordinates the management (planting, protection, and retention) and enhancement of trees and urban forest resources by working with communities, local governments, schools and citizen groups.
● Conveys, develops and/or presents information to the public by talks, seminars, workshops, meetings, mailings, and news releases to promote forest stewardship and to inform the audiences about trees and forests.
● Performs other related duties.

MINIMUM QUALIFICATIONS

Education: A Bachelor of Science degree in forestry from a school of forestry accredited by the Society of American Foresters.

Experience: Four years of professional forestry experience involving forest or park management, wildlife biology, forest recreation planning, forest engineering, urban and community forestry, timber harvest and marketing, forest planning or forest protection. Two years of this experience must have involved supervision of employees engaged in related forestry activities.

Notes:

1. Candidates may substitute the possession of a Master’s degree approved by the State Board of Foresters for one year of the non-supervisory experience.

2. The education requirement is pursuant to the Business Occupations and Professions Article, Sections 7-206 and 7-304 of the Annotated Code of Maryland.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the forestry field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

● Experience in the field of Forestry.
● Experience with budgeting procedures and practices.
● Education and experience in Urban Forestry.
● Experience supervising or directing others in the completion of tasks, or managing a major project for a current or previous job.
● Experience in forestry management and conservation techniques.
● Experience or education in the sciences of botany, silvics, forest measurement, dendrology, forest entomology and pathology, arboriculture, ecology, soils, timber estimating and forest finance.
● Experience or training reviewing Forestry Best Management Practices (BMPs).
● Experience practicing silviculture and methods of forest protection.
● Experience with personnel management principles and practices.
● Experience or training in State Personnel rules and policies.
● Experience or training or certifications in wildland fire.
● Experience using Geographic Information Systems to conduct analysis and develop maps for forestry applications.
● Ability to establish and maintain effective working relationships with coworkers, program staff, property owners, public officials, representatives of industry and the general public.
● Ability to communicate effectively.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Pursuant to the Business Occupations and Professions Article, Section 7-304 of the Annotated Code of Maryland, employees with two or more years of experience as described above shall qualify for a license issued by the State Board of Foresters. Persons appointed to this classification must obtain this license before the end of their probationary period or during the first year of employment for promotional employees.

2. Employees appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Candidates appointed to positions in this classification will be subject to assignment in any State forest or in any county of the State. Upon permanent appointment, the employee will be required to reside in the county or region to which they are assigned.

2. Employees in this classification are subject to call-in and, therefore, are required to provide the employing agency with a telephone number where they can be reached.

3. Employees in this classification will be required to obtain specific levels of fire suppression training as mandated by agency policies.
