Introduction

The Division of Labor and Industry is accepting applications from qualified applicants to fill current open positions. All candidates must meet the minimum qualifications during the time of applying. Applicants in pool will remain active for one year and be considered as opening occurs.

POSITION DUTIES

The main purpose of this position is to administer the building code compliance functions for the Building Codes Administration. The Building Codes Administration is responsible for ensuring that buildings erected in Maryland meet applicable standards for health and safety. Building Codes Administration (i) establishes and enforces standards for industrialized/modular buildings; (ii) is responsible for inspecting and certifying these buildings at the manufacturing factories. Building Codes Administration assists HUD by processing complaints of manufactured home consumers for HUD’s Manufactured/Mobile Home Program. Building Codes Administration provides technical assistance to local governments, building industry and the public to ensure that buildings erected are energy efficient and accessible to individuals with disabilities.

Manages Industrialized Building (IB) Program’s Insignia and manufacturers/Approved Testing Facilities’ renewal processes.

● Assist the Agency Project Engineer - Architect Supervisor in the process of plan review. Act as first point of contact for plan submission, review plans to assess completeness and compliance with submission requirements, return incomplete or noncompliant plans to manufacturers, coordinate with manufacturers’ personnel to ensure plan submissions are compliant with Maryland regulations.

● Approve manufacturers’ applications for Maryland Insignia;

● Process new/renewal applications of manufacturers and Approved Testing Facilities;

● Process payments submitted by manufacturers for plant inspections and ensure fiscal policies are maintained;

● Prepare monthly reports on insignia application data.  Maintain accurate records and website to reflect approved manufacturer information as well as approved plan inventory.  Analyze data and create reporting for State Stat and Annual Reports;

● Coordinate directly with Office of Administration (OOA) fiscal personnel to monitor payments forwarded to OOA are correctly posted and processed in a timely manner.   Training Seminars:  Coordinate and provide support for online and in-person training seminars.

● Coordinate procurement of training, including development of Requests for Proposals and other related procurement as needed.

● Recommend Outreach strategies and utilize prior experience to ensure future seminars are evermore efficient and effective to meet the growing needs of code officials with each new adoption cycle.

● Arrange training sites and/or webinars, coordinate w/ training providers and Maryland Building Code Officials Association (MBOA), and ensure training is carried out in compliance with awarded contracts before approving for payment.

● Ensure continuing education credit units (CEU’s) are awarded to training attendees when earned.

● Assist Building Codes Administration staff in other aspects of preparation for seminars as needed.

Maintains and updates both paper and electronic records related to Industrialized Buildings Program and other files of Building Codes Administration, including receiving, entering, and retrieving information according to standard procedures and/or special instructions.  Assists with the design and implementation process for future record-keeping enhancements as Building Codes Administration improves its operating procedures using other computer software to increase the efficiency of its operations.

● Review and approve online Location Reports.

● Function as Building Codes Administration’s liaison to IT.

● Prepares ad hoc data reports as requested.  

Databases:

● Independently implement and update a collection system of information on industrialized buildings installed in the State and maintain a library of plans and information database pertaining to the industrialized buildings and manufactured homes program.

● Independently coordinate with county and municipality officials to ensure the Department (Building Codes Administration) has an up to date database of locally adopted building codes as required by statute.  

General Administrative Support:  Performs general administrative support functions, such as:

● Analyze record keeping policies and procedures as well as program standards and recommend modifications to enhance stakeholder value, increase compliance, and maintain information systems.

● Arranging for staff travel.  Drafting justification for travel and recommendations for approval.  Preparing paperwork for itinerary, transportation, lodging, registration, and other necessary documents for meetings and travel for Codes Staff.

● Reviewing expense account submissions and proposed billing of manufacturer inspection charges for accuracy. Maintaining Codes Records Retention schedules.  

Complaint processing related to Industrialized Buildings and Manufactured Homes Program:

● Initiate and maintain manufactured home consumer complaint files as per the State of Maryland agreement with federal HUD Office of Manufactured Housing Programs.

● Coordinate directly with HUD and the State office of the Attorney General as necessary.  Provide liaison with officials in other agencies in the State, federal government, local government and private industry to coordinate complaint processing and resolution.

Performs other duties as assigned by management.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience with Microsoft Office Suite.  

Experience working with confidential material.  

Experience assisting with preparing reports, spreadsheets, special projects and summaries, scheduling meetings and/or events.  

Experience scheduling appointments and maintaining calendars.

This recruitment is limited to current employees of the Maryland Department of Labor.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MDOL/DUI) to determine whether any monies are owed to MDOL/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
