Introduction

The Office of Personnel Services and Benefits (OPSB), Personnel Services Division (PSD) of the Department of Budget and Management (DBM) seeks an Administrative Officer II to serve as a Leave Bank Specialist in the Leave Bank Unit in the Personnel Services Division.

POSITION DUTIES

The position processes Enrollment Forms that are submitted and receives and processes Forfeited Leave, unused Leave Bank leave, and reviews and processes FY Leave Bank and Employee to Employee usage reports. This position will also serve as the secondary timekeeper for DBM and DoIT employees and assists SPMS employees with timekeeping issues and reporting.  The incumbent will also serve as the primary support for the Consolidated HRCs in the Personnel Services Division, and will be responsible for assisting with creating personnel files, handling confidential information, filing, scanning and other admin support duties assigned.  This position will be assigned to work mostly in the office.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

2 or more years of experience as a timekeeper

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

Experience with Microsoft Excel

Experience entering data into a database

The ideal candidate will have strong attention to details and strong communications (oral and written) experience and can work independent.

LIMITATIONS ON SELECTION

This position is only for current State of Maryland employees.  

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
