POSITION DUTIES

This position will procure computer related hardware, software, supplies and services for the Department of Planning; develop procurement solicitations, invitations for Bids (IFB), procurement contracts and when, necessary, amendments to existing contracts. Serve as primary Telecommunications Officer responsible for all telecommunications need, such as providing new staff with telephone equipment, providing user training, monitoring staff. Manage the inventory of State property for the department


PROCUREMENT
Researches, analyzes, and compiles a working list of vendors to determine the best product quality and cost.

Identifies Maryland based minority and small business entities to factor percentage allowances of price quotes for general procurement purposes, bids, and proposals to assure the Department’s participation and compliance with the State’s Minority Enterprise Procurement Program goals. 

Develops contracts and amendments to contracts that include all the required information such as scope of service, maintenance, and warranty schedules, etc. in accordance with established law, regulations, policies, and procedures. 

Coordinated procurement activities with the Department’s Accounting Unit to assure proper payment for procurement items such as hardware, software, service agreements and supplies. 

Provides the Accounting Unit and the MIS Unit with necessary inventory information when new equipment is received to assure proper assignment of the Department’s inventory property numbers. 

Uses the ADPICS portion of FMIS to assist with procurement process. 

Compiles and submits the annual Minority Business Enterprise (MBE) Procurement report to the Governor’s Office of Minority Affairs.

INVENTORY 
Serves as the Department’s primary Property Officer to assure proper management of all State and Agency property. 
Maintains inventory records in the Department’s Computerized Inventory System by reviewing and approving inventory entered by the receiving personnel. 

Manages the physical inventory of State Property housed within the Department of Planning with the assistance of the Department’s Accountable Officers. 

Confirms, in writing, the completeness and accuracy of the Department’s physical inventories. 

Reconciles physical inventories to inventory records and reconcile inventory records to control accounts. 

Receives and assesses Excess property Declaration forms submitted by the Accountable Officers. 

Report missing and /or stolen property to Management. Prepares and submits periodic reports, as required.

TELECOMMUNICATIONS 
Serves as the primary Telecommunications Officer for the Department responding and properly handling all telecommunications issues, including, but not limited to assuring availability of sufficient telecommunications equipment for new hires and monitoring staffing changes and telecommunications needs.

Monitors the Department’s cellular phone usage and billing. Distribute quarterly bills to cell phones users.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Two years of experience in Procurement

FMIS experience

A Bachelor's degree in Accounting, Business or Finance

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
