Introduction

On October 30, 2003, the Baltimore City Juvenile Justice Center (BCJJC) opened its doors as a multi-purpose juvenile justice building. The facility includes circuit court rooms, juvenile master hearing rooms and various offices for attorneys, law enforcement, social services and Department of Juvenile Services' employees, who perform intake and assessment services for the youth brought into the juvenile system.

Department of Juvenile Services also operates a secure detention center for male youth at BCJJC. The detention center serves male youth primarily from Baltimore City. BCJJC provides dietary, medical, educational and counseling services as well as space for recreation. In addition to receiving services, youth residing in the detention center attend school within the facility year round, five days a week for six hours a day.

Main Purpose of Job

The main purpose of this position is to provide highly responsible senior level administrative support to the Managing Director and other Administrators by facilitating activities in the executive office.

POSITION DUTIES

Duties include, but are not limited to: Assisting in the overseeing of furniture inventory and security ID system; program planning processes by assisting in the development, audits, forecasts, proposals, and procedures for orderly participation, growth and expansion; Independently plans, developed, conduct and supervise the analyses of program procedures and systems such as building furniture inventory, Schlage ID security system and Kiosk; Formulates final reports and effective recommendations based on analyses conducted; prepare and assist in the development of management tools such as procedures for Baltimore City Juvenile Justice Center emergency Evacuation Plan, Crisis Management procedure, BCJJC’s key control and Schlage security ID systems statistical reports and organizational charts.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.


Experience: Two years experience in administrative or professional work.


Note:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding these qualifications. 

 

  • At least two years of experience working for a senior level administrator or executive.

  • Two years of experience analyzing, formulating, and managing budget reports.

  • Three years  of supervisory experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Applicants who meet the Minimum Qualifications will be placed on the eligible list categorized as Best Qualified, Better Qualified, or Qualified. Candidates shall be certified to the eligible list for a year.
