Help support the Maryland Air National Guard as a Purchaser/Inventory Specialist (State employee) at Warfield ANG Base/Martin
State Airport. Our role is supporting the men and women in uniform
at the 175th Wing who serve our State and Nation.

POSITION DUTIES
Responsible for developing or modifying product specifications to meet specific needs as requested for purchases. To provide technical guidance and assistance with the purchasing of tools, materials and supplies using State Procurement and Credit Card Policy. Responsible for developing the most economical ordering quantity and product suitability while ensuring adequate shelf life of products purchased. Also responsible for the stocking and inventory of all materials and supplies, performing inventory control and annual audits that are required to maintain an effective operation. This position is assigned to a compressed work schedule on day shift, Tuesday – Friday, 6:30 am to 5:00 pm. This will require the ability to pass a federal background check in addition to a state background check. The federal background check is required in order to access the military installation and software, and you must be able to be issued a Department of Defense CAC (access card).
Position duties include but not limited to:
Research information to purchase supplies, equipment, and services from qualified vendors.
Enters purchasing data into a tracking software system for all transactions.
Reviews descriptive data for completeness and accuracy and compares prices quoted from vendors to determine reasonable price.
Prepares requisitions for all supplies, materials, equipment and service contacts.
Advises management regarding purchase requests on matters such as purchasing substitute items and establishing controls to expedite delivery dates.
Prepares purchase order documents and maintains vendor files.
Verifies quality and quantity of received goods and equipment against purchase orders and shipping documents.
Secures and stores inventory to provide the proper rotation of stock and to prevent deterioration of goods.
Coordinates with base personnel and state supervisor regarding the priorities of purchases.
Exercises custodial responsibility for all state property.
Keep records of all prices and sources of supplies and equipment, and follows-up on all irregularities.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's degree from an accredited four-year college or university.
Experience: Two years experience in administrative or professional work.
Notes:
1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1) One year experience assisting with purchasing
2) One year experience accounting for inventory
3) One year experience working with outside vendors.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
This position requires that the person attain and maintain
computer access. Employee further understands that if access cannot be acquired
and maintained, they may be terminated. This position will require the ability to pass a federal background check in addition to a state background check in order to access the military installation, and to be issued a CAC (access card).
Employee must maintain Maryland Motor
Vehicle operator's license class C. Employees in this
classification may be subject to call-in 24 hours a day and, therefore, may be
required to provide the employing agency with a telephone number where they can
be reached.
