LOCATION OF POSITION

This is a statewide job announcement, to fill current vacancies and future openings that may occur in various county Soil Conservation Districts within the State of Maryland.  All qualified applicants will be placed on an eligible list for a period of one year.

Main Purpose of Job

This position involves a working knowledge of soil and water conservation principles, practices and methods and engineering related to the planning and installation of soil and water conservation projects and systems. Technical aspects involve survey, design, layout, and construction check of project installation. Work is done in conjunction with the agricultural land owner or operator. This position assists the district in the preparation and implementation of best management practices (BMPs).

This is a full-performance level position.

POSITION DUTIES

Develop design of BMPs to assist  cooperator with the installation of soil conservation and water improvement quality projects based on USDA, Natural Resources Conservation Service standards and specifications or other approved guidelines.

Perform site evaluations for cooperators on agricultural land to address soil and water conservation needs; perform site surveys in areas where a BMP is needed that collects all necessary data points.

Inventory and evaluate, for cooperators and landowners, practices to reduce soil erosion and to improve water quality.

Supervise and track onsite construction of BMPs to assure adherence to approved plans and specifications.

Produce and deliver drawings in accordance with NRCS technical guidelines using Auto CAD software; interpret resource materials including maps and aerial photographs.

Determine BMP eligibility for Maryland Agricultural Cost Share funding and/or co-cost sharing for the abatement of non-point source pollution.

Technicians are required to set up and utilize survey equipment, use AutoCAD software, and perform computations on engineering data.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience related to soil and water conservation is such areas as surveying, drafting, construction or agricultural work.

Notes:

1. Candidates may substitute one year of additional experience as defined above for the required education.

2. Candidates may substitute education at an accredited college or university at a rate of 30 credit hours per year with at least nine credit hours of course work in engineering, construction, drafting, surveying, science, agronomy, or mathematics or any combination above for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in soil conservation classification or soil conservation specialty codes in the natural resources management and biological sciences field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Possess an Associate's Degree or higher in agriculture or engineering.

Experience performing engineering design calculations and computations utilizing CADD.

Experience designing agricultural Best Management Practices (BMPs) according to Natural Resource Conservation Service (NRCS) standards and specifications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
