The main purpose of the position as Health Records Program Manager is to function as the Director of Health Information Services at the managerial level of work planning, developing, implementing, maintaining, and evaluating the health records program of Springfield Hospital Center. The Health Records Program Manager will provide direct supervision of the Health Records Technician Supervisors, direct supervision to the Health Records Technician II assigned to Central Records, and indirect supervision of all staff assigned to the program. The employees will receive managerial supervision from the Clinical Director.

Some job responsibilities may include, but are not limited to:

  • Plans, organizes, and supervises the health record system of the hospital in accordance with the goals of the hospital, the Annotated Code of the State of Maryland and related federal and Joint Commission requirements 
  • Participates and supervises the preparation of required statistical reports as required by the Maryland Department of Health, professional services organizations such as HCFA and Joint Commission, and other hospital committees 
  • Participates with the Medical Records Committee of the Medical Staff in evaluating the quality of patient care and in developing criteria and methods for such an evaluation  
  • Maintains an updated register of all new and revised forms that are part of the permanent medical record 
  • Supervises health records procedures and the processing of discharge records in accordance with Joint Commission standards and hospital policies to avoid delinquency of medical records


Education:   An Associate of Arts degree in Medical Records Sciences from an accredited college or university.

Experience: Five years of experience compiling and maintaining health records, to include one year of supervisory responsibility.


1. Candidates may substitute current registration as a Registered Health Information Administrator or as a Registered Health Information Technician by the American Health Information Management Association for the required education.

2. Candidates may substitute two years of experience supervising employees engaged in health records processing and maintenance in a health records program for a health care facility or program for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in Medical Record classifications or Patient Administration Specialists and Health Services Management specialty codes in the health records management field of work on a year-for-year basis for the required experience.


The desired candidate should possess the following:
  • Supervisory experience in large hospital system (200 or more patients) 
  • Experience with electronic records systems
