Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) is to improve the health of Marylanders by reducing the transmissions of infectious diseases; helping impacted people live longer and healthier lives; and, protecting individuals and communities from environmental health hazards. PHPA works in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, in order to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards.

This position will support Maryland LHDs in carrying out activities which improve the understanding of Healthcare-Associated Infections and Antibiotic Resistance (HAI/AR). By increasing local capacity to effectively respond to cases or outbreaks in their jurisdiction, this position will aid in efforts to reduce HAI/AR incidents throughout Maryland. This position will focus on a variety of issues, including, but not limited to, COVID-19; Clostridium Difficile infections; carbapenem-resistant Enterobacteriaceae; and, emerging drug-resistant pathogens, such as Candida Auris

Finally, along with LHDs, this position will also work closely with internal MDH partners, other State agencies, federal partners, and a variety of health care facilities across the healthcare spectrum.

POSITION DUTIES

Additional responsibilities will include: 

  • Collecting and analyzing information gathered throughout the State of Maryland, in order to identify causes of, and risk factors for, outbreaks of HAI/AR; calculate prevalence rates of HAI/AR; inform interventions and educational efforts; and, guide Office of Antibiotic Resistance and Healthcare-Associated Infection Response activities, in order to ensure timely and appropriate responses to cases or outbreaks of HAI/AR.

  • Leading or supporting Local Health Departments (LHDs) in the investigation of cases or outbreaks of HAI/AR.

  • Guiding LHDs in the reporting of HAI/AR surveillance data for reportable diseases, such as carbapenem-resistant Enterobacteriaceae.

  • Performing surveys or needs assessments of LHDs and healthcare facilities, in order to better understand gaps in knowledge, attitudes and practices, with regards to HAI/AR.

  • Developing educational materials to keep LHD staff members apprised of ongoing MDH and Centers for Disease Control and Prevention (CDC) HAI/AR activities.

  • Presenting findings to various audiences (i.e. lay audiences; Epidemiology and Program staff; leadership staff; external partners and stakeholders) at meetings and conferences.

  • Developing reports, factsheets, grant applications, and budgets.

  • Responding to media requests.

  • Participating in the IDEORB 24/7 on-call system.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university, with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Science classifications, or Clinical Lab, Medical Scientists or Bio Medical Lab Officer specialty codes in the health research field of work, on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience with analyzing data regarding Healthcare-Associated Infections and Antibiotic Resistance (HAI/AR), as well as experience using SAS, STATA, R, or another similar database software system.
