Main Purpose of Job

This recruitment is for multiple full-time positions.

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health efforts, in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, with special attention to at-risk and vulnerable populations. The mission of the Center for Sexually Transmitted Infection Prevention (CSTIP) is to prevent and reduce Sexually Transmitted Infections (STIs) in Maryland. Preventing STIs and their complications is essential for improving both sexual and reproductive health, as well as for preventing HIV transmission.

This position will assist in and/or carry out epidemiologic and program evaluation activities which support the goals and objectives of the CSTIP. This position will work with STI morbidity and program data related to prevention interventions which CSTIP implements to monitor the Center’s goals and objectives. This position will report to the Deputy Chief of the Center for STI Prevention.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university, with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Science classifications or Clinical Lab, Medical Scientists or Bio Medical Lab Officer specialty codes in the health research field of work, on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience with epidemiologic and health services data (e.g. surveillance data, electronic health records). He/she should also have experience using Microsoft Access and/or other related database systems, including the Tableau data visualization software system.


In addition, the desired candidate should have professional experience in the STI and/or HIV Prevention and Health Services subject matter. Finally, the desired candidate should have experience working in State and/or local government.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
