Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health efforts, in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, with special attention to at-risk and vulnerable populations.

The mission of the Center for Sexually Transmitted Infection Prevention (CSTIP) is to prevent and reduce Sexually Transmitted Infections (STIs) in Maryland. Preventing STIs and their complications is essential for improving both sexual and reproductive health, as well as for preventing HIV transmission. 

This position will assist with, and/or carry out, epidemiologic and program evaluation activities and analyses which support the goals and objectives of the CSTIP. This position will work on STI morbidity data and program data that is related to prevention interventions the CSTIP implement, in order to monitor the Center’s goals and objectives. 

Additionally, this position will coordinate and manage all stages of Maryland’s STI epidemiological analyses. This position will be responsible for analyzing statewide data, in order to describe trends of STI infection and congenital exposures across the State of Maryland. This position will also be responsible for generating reports and statistics, along with evaluating changes in STI prevention and health services outcomes. Based on the analyses of surveillance data, this position will recommend programmatic changes, in order to enhance the effectiveness of various HIV programs across Maryland. 

Finally, this position will provide application support, maintenance, and development for the CSTIP’s surveillance and case management database (PRISM). This system is used to collect information on STI case reports, STI/HIV field investigations, and partner notifications. This position may be expected to train end-users on how to input data and provide help desk assistance. 

This position may be responsible for a variety of other duties, including creating and managing user accounts; performing administrator-level data maintenance, merging and cleaning; and, assisting with monitoring and improving data quality processes. This position will report to the Deputy Chief of the Center for STI Prevention.


Education: A Master’s degree in the field of Public Health from an accredited college or university, with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: Two years of experience in designing and conducting epidemiological studies and investigations for disease surveillance as an Epidemiologist, after receipt of the Master’s degree.

Note: Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Science classifications, or Clinical Lab, Medical Scientists or Bio Medical Lab Officer specialty codes in the health research field of work, on a year-for-year basis, for the required education.


The desired candidate should have experience working in local and/or State health departments, as well as experience with data collection, analyses and presentation. He/she should also have professional experience in the Sexually Transmitted Infections (STIs) field, most notably Syphilis and Congenital Syphilis.   

Additionally, the desired candidate should have experience with quality improvement and assurance activities. Finally, the desired candidate should have experience using a variety of online software databases, including PRISM, REDCAP, MAVEN, and/or CAREWARE.
