The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities. Annually, DHCD finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing. Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax credits, federal HOME funds and other federal funds. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The Division of Community Development Administration - Energy is seeking a qualified candidate to serve as Senior Energy Program Manager. This position is responsible for managing and developing programs and offerings to meet the changing needs for Maryland residents and business owners. The purpose of the position is program management for energy efficiency programs. The administration requires the direct supervision of staff and making decisions and recommendations that change, interpret or lead to the development of public policies and programs as they relate to energy efficiency. As a member of the Energy Management team, this position will participate in making management decisions and recommendations as it relates to personnel actions as required. This position also has the responsibility of assisting with the research and discovery of new funding sources including developing proposals for new initiatives and design new procedures and implement. Additionally, the position will lead the determination of appropriate program metrics, standards, filing annual reporting information on expenditures and the progress and effectiveness of the program. The position will be responsible for completing regular reporting requirements and ensuring reports are accurate and submitted in a timely manner.

MINIMUM QUALIFICATIONS

Experience: Five (5) years of program management experience for a large program(s) in entities such as: government, corporate, military, non-profit, and small business.

Notes:

1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

Program Management and Supervisory Experience

Strong written and verbal communication skills

Ability to deliver on program metrics, both on schedule and within budget

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
