Main Purpose of Job

The main purpose of this position is to provide professional direction and leadership and evaluation of services provided within the Public Health Preparedness & Response Division, acting as Deputy Director. Areas overseen include Health Services Reproductive/ Sexually Transmitted Infection/Immunizations Clinic, Infectious Disease and Outbreaks, Harm Reduction Program/Syringe Services Program, Employee Health, School Health, Operations of SMCHD COVID-19 response, and all other clinical services by overseeing and directing the areas of day-to-day operations, financials, supervision, and marketing. Takes part in Public Health Preparedness program through exercises and drills, trainings, and real event disasters. Provides oversight to assigned nursing supervisor and paraprofessional personnel. Manages plans, develops, revises, implements, and evaluates policies and procedures for Health Services, Harm Reduction, and Infectious Disease and Outbreaks. The work of this position involves developing and implementing rules, regulations, standards, and controls for clinical, case management nursing services, advising program supervisors and staff as a clinical and community health expert; ensuring adequacy of health department services to match community needs; and representing the health department in community-wide health planning and as a liaison with officials in other agencies.


Education: A Master’s degree in nursing or related field from an accredited college or university.

Experience: Two (2) years of experience as a Community Health Nurse in an administrative, supervisory, consultative or teaching capacity or one (1) year of experience as a Community Health Nurse and two (2) years of experience in an administrative, supervisory, consultative or teaching capacity as a Registered Nurse.

Notes: 1. Candidates may substitute a Bachelor’s degree in nursing from an accredited college or university and two years of experience as a Community Health Nurse for the required education.

2. Candidates may substitute a Bachelor’s degree in a related field from an accredited college or university and three years of experience as a Community Health Nurse for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classification or Nursing or Health Care Specialist specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.


The desired candidate should possess: 1) experience serving as a program manager and supervisor of large scale, multifaceted programs with associated projects to include monitoring metrics, quality control and performance indicators, and grant requirements; and, 2) experience working in a fast paced, ever changing environment while overseeing multiple activities simultaneously.


1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2. Employees in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
