POSITION DUTIES

The purpose of the position of the Agency Contract Operations Nurse is to monitor the contractor’s implementation of and adherence to the requirements for the delivery of health care to inmates/detainees throughout DPSCS Correctional facilities under the terms of the contract for the four vendors (medical, mental health, dental and pharmacy). The nurse will oversee control of infectious disease issues including appropriate housing, infirmary care, isolation, panel reviews, and treatment within the scope of his/her practice and within the limitations of custody restrictions. The position is located in a specific geographic area of the State and takes responsibility for the effective contract management of that area. This position will continuously monitor the level and standard of health care provided by contractors for compliance with requirements enumerated in DPSCS contracts. Position may be asked to review the quality of care at facilities via the quality improvement audit processes. Position will work with correctional staff and health care providers to assure staff awareness of health service contractual requirements and OIHS policies and procedures. Additionally, this position will monitor that standards of health care are maintained at DPSCS facilities through frequent contact with the CQI/IC Nursing Staff assigned to DPSCS headquarters and through "walking around" audits that enable the position to visualize real-time problems and solutions. Position will also monitor continuity of care between the facilities and upon discharge from the facilities.

This position is also responsible for supporting the development and implementation of data collection systems to monitoring staffing (MFSS and BAFO activities). The Nurse will also assume the responsibility of assuring that all credentialing activities of medicine, nursing, dental, pharmacy and psychiatric services are reported and are available for review. Position will have the authority to refuse entry of non-credentialed personnel to the facilities. Position may be asked to participate in performance improvement activities such as reviewing clinical information. Position is expected to maintain an awareness of infectious disease and be available to assume responsibility in one or more areas of that subject, and is expected to understand the CQI/IC process and be able to assume those responsibilities on an as needed basis as assigned. Position works closely with correctional staff and with the Wardens to address concerns from vendors, from inmates, from inmate families, and from correctional staff.

Medical/Mental Health/Dental/Pharmacy Program Monitoring – Position is responsible for daily walk-around inspection of facility maintenance and observation of inmate health care to assure compliance with contractual agreements between vendors and the State. Observations are followed up with instruction regarding non-compliance, advice on contractual requirements, and (in the case of continued non-compliance) recommending liquidated damages for that non-compliance

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education:   A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experiences as a Registered Nurse including one year of experience in an administrative, supervisory, consultative or teaching capacity.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity for the required education.

2. Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of professional experience performing audits/inspections to ensure compliance with policy and/or contractual agreements.

One year of professional creating or monitoring Corrective Action Plans based on audit findings.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.

2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
