Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health efforts, in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, with special attention to at-risk and vulnerable populations. This position will serve as an STI Clinical Nurse Consultant in PHPA's Center for Sexually Transmitted Infection Prevention (CSTIP).

The mission of the CSTIP is to develop, implement, support, and evaluate Statewide strategies and initiatives, with the goal of preventing, reducing, and ultimately eliminating Sexually Transmitted Infections (STIs) in Maryland. Reportable STIs include: HIV; syphilis, including congenital syphilis; gonorrhea; and, chlamydia. The CSTIP is responsible for conducting and overseeing Statewide surveillance, as well as for data collection and analysis of the STI epidemic. The CSTIP is also responsible for field/partner services (intensive contact tracing to interrupt transmission), along with outbreak/cluster response; HIV linkage and re-engagement in care services; pre-exposure prophylaxis (PrEP) services integration and data to care efforts; partner needs assessments; and, the provision of technical assistance. Preventing STIs and their complications is essential for improving both sexual and reproductive health, as well as for preventing HIV transmission amongst all Maryland residents. 

The main purpose of this full-time contractual position is to develop, lead and oversee program management and improvement activities which support field/partner services, HIV linkage to care activities, and PrEP data to care and linkage efforts in the CSTIP. This position will report to the Division Chief of Policy, Planning and Communication, within the CSTIP.

POSITION DUTIES

This position is responsible for the following activities:

• Acting as a subject matter expert around STIs and PrEP.

• Offering consultation and technical assistance to Local Health Departments.

• Evaluating compliance with current CDC STI screening and treatment guidelines, PrEP clinical guidelines, and the HRSA 340-B Drug Pricing Program requirements and follow-up, as needed.

• Coordinating the dissemination of STI and PrEP clinical care standards and best practices, along with the evaluation of the implementation of these practices.

• Providing targeted direct care within special initiatives.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experience as a Registered Nurse, including one year of experience in an administrative, supervisory, consultative, or teaching capacity.

1. Candidates may substitute the possession of a Bachelor’s degree in Nursing or a health-related field from an accredited college or university, and two years of experience as a Registered Nurse in an administrative, supervisory, consultative, or teaching capacity, for the required education.

2. Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a Commissioned Officer in Nursing classification or Nursing specialty codes in the Nursing field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience working with Sexually Transmitted Infections (STIs), including congenital syphilis. He/she should also have experience engaging, screening and/or treating diverse patients in non-clinical settings.


Additionally, the desired candidate should have experience drafting technical communications to medical providers, as well as experience conducting compliance audits and quality improvement. Finally, the desired candidate should have experience working in a local and/or State health department, along with professional PrEP/nPEP experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215, or possess a current multi-state license in party states which candidates have declared as primary states of residence.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
