Main Purpose of Job

The main purpose of this management level director position is the responsibility of directing the staff and processes of nursing licensures to assure all aspects of the licensing process are effective, efficient, and within compliance with the Maryland Nurse Practice Act, COMAR, and federal regulations in order to protect the public. This position directs and guides applicants, employers, training programs, interested shareholders, and all external customers regarding licensing activities, including initial endorsement application, license renewal, license reinstatement with the exception of the reinstatement of disciplined licenses, licensure verification, and compliance of the National Nurse Licensure Compact (NLC) and the Enhanced Nurse Licensure Compact (eNLC). This position also provides oversight to the Department of Advanced Practice Registered Nurse (APRN) regulated by the Board. The position develops and implements policies and procedures and provides input on statutory/regulatory changes concerning nursing licensing requirements, continued education, and maintains direct supervision of the agencies' 300,000+ licenses and of the professions regulated by the Maryland Board of Nursing. This position also assist the Director of Education with the review of the refresher program curriculum and recommends approval of regulation by the Board to assure compliance of the Maryland Nurse Practice Act.

Primary Areas of Responsibility:
  • Licensure by endorsement of registered nurses (RNs), licensed practical nurses (LPNs) and Licensure Verifications
  • Nursing licensure renewal
  • Approval of nurse refresher programs (RN & LPN)
  • Compliance with National Nurse Licensure Compact (NLC) 
  • Nursing practice
  • Expanding roles of a Registered Nurses (RN)'s, Forensic Nurse Examiners (FNE)'s, and Workers Compensation Case Managers (WCCM)'s
  • Advanced Practice Certification (Initial, Renewal, and Endorsement


Education:   A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experience as a Registered Nurse including two years of experience in an administrative, supervisory, consultative or teaching capacity.


1. Candidates may substitute the possession of a Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity for the required education.

2. Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.


The desired candidate should possess:
  • Advanced practice accreditation (CRNP, CRNA, CNS, CNM, FNE, etc) 
  • Experience with regulations, in addition to, writing regulation or accreditation reports 
  • Experience with presentation development and workflow process 
  • Experience in leadership and management 
  • Proficient in Microsoft and Google Suite


1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
