LOCATION OF POSITION

Wicomico Soil Conservation District - Salisbury, Maryland

Main Purpose of Job

This position serves as the administrative officer in implementing the policies and procedures of the Maryland Department of Agriculture and the Soil Conservation District Board of Supervisors, as directed by the Maryland Department of Agriculture Area Coordinator.

POSITION DUTIES

Supervise the work of Maryland Department of Agriculture (MDA), county, and district employees working in the local soil conservation district office.  This includes assigning and reviewing work, approving leave requests and time sheets, and conducting performance appraisals.

Provides local administrative oversight of the Maryland Agricultural Water Quality Cost-Share Program (MACS) to ensure adherence to the program guidelines contained within the MACS manual.

Guides and assists the Board of Supervisor in the implementation of federal, state and local programs administered by the local district.  Coordinates Board of Supervisors meetings by planning the agenda and providing any necessary resource materials to facilitate sound decision making.

Prepares budget requests to receive funds from MDA, local governments and other funding resources, by evaluating the needs of the district as they relate to program delivery.

Develops the annual plan of work and goals for implementing conservation programs in the district by following the guidelines provided by MDA, NRCS, and the District's Board of Supervisors.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Four years of experience in soil conservation, water quality protection or related agriculture or natural resource programs.

Notes:

1. Candidates may substitute additional administrative or supervisory experience in a soil conservation, water quality protection or related agriculture or natural resource program on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in soil conservation classifications or soil conservation specialty codes in the soil conservation field of work on a year-for- year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in this classification may be assigned duties and responsibilities which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
