Main Purpose of Job

The main purpose of this position is to perform various internal audits within DJS. The purpose of these audits is to ensure that management is achieving its goals and objectives by ensuring 1) compliance with applicable laws, regulations, policies, procedures, directives, and guidelines; 2) the reliability and integrity of information; 3) economic and efficient operations; 4) the proper safeguarding of assets; 5) that DJS is not overbilled by providers of youth care; and 6) that areas cited by the legislative auditors are taking corrective actions to remedy those issues.

POSITION DUTIES

This position is also responsible for performing audits of providers of youth care. The purpose of these audits is to determine whether funds were spent in accordance with the contract and other applicable policies, procedures, and guidelines, and to obtain reimbursement from providers in instances where they overbilled the Department.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results. 

Notes: 
 1. Candidates who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. 

2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university for one year of the required experience. 

3. Candidates may substitute one year of professional accounting experience for one year of the required experience. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

At least three years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

One year of experience conducting youth care provider audits. 

Candidates must have excellent oral and written communication skills.

Candidates must be able to work both independently and in a team environment.

Candidates must be able to problem solve.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
