Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Senior Auditor within its Office of the Secretary's Internal Audits Unit.

Main Purpose of Job

This position reports to the Chief Internal Auditor and is primarily responsible for conducting various financial and operational internal, external, and project related audits for the activities and programs of the department.

POSITION DUTIES

This position will assist the Chief Internal Auditor in his duties as liaison with the Legislative Auditors in their performance of fiscal, compliance, and performance audits of Commerce.  Audits are performed in accordance with the International Standards for the Professional Practice of Internal Auditing.  Incumbent will: prepare audit work programs; determine areas for examination; determine the purpose, scope, goals and objectives of the department’s  programs and functions to be audited; review the activities of Commerce’s programs and/or private  organizations that benefit from Commerce’s Tax credit programs, loan and grants forgiveness programs to determine the types of records required; analyze policies, goals, objectives, internal controls and accomplishments; perform audit field work and prepare audit reports ensuring compliance with state and federal laws; determine the integrity and reliability of financial records, and prepare tentative findings to include issues, condition, criteria, cause, effect and recommendation.  Also will review and prepare reports for Maryland State Arts Council (MSAC) major grants applications; coordinate certain audits with outside CPA Firms who audit department programs or its clients; conducts post audits and conferences with management.  

The selected candidate will possess excellent interpersonal, written, oral communication and analytical skills; have the ability to work effectively with internal and external clients in both the public and private sectors; and the ability to work independently and handle multiple, concurrent and high priority tasks. 

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Four years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1,1974 will be considered to have met the educational requirement referenced above.

2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university for one year of the required experience.

3. Candidates may substitute one year of professional accounting experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific job duties on your application relating to your qualifications.

One year of experience in participation in Maryland state government audit engagement and in Legislative Audit follow-up reviews.

Knowledge in the following areas: accepted auditing standards; theory and practices; government auditing standards; accounting principles and practices; business administration and management practices.  

Skill in analyzing records, reports, and other business and financial documents pertinent to an audit. 

Proven ability in determining compliance with or deviations from the provisions of statutes or contracts and in preparing accurate and concise audit work papers.

Proficiency  in the use of Microsoft Outlook, Google Mail, Word, Excel, Access, Internet, other relevant software . 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
