Main Purpose of Job

This position is a direct report to the Assistant Inspector General and a member of the Office of the Inspector General (OIG) Management Team. As such, the position is responsible for leadership and involvement in creating and sustaining OIG values, organizational direction, performance expectations, customer focus, and a management environment that promotes performance excellence.

This position directs and supervises performance and special audits. This position also assists with oversight of the Bureau of Audit Services (BAS) quality assurance program in accordance with standards promulgated by the Institute of Internal Auditors and assists with Bureau of Audit Services (BAS) internal training initiatives. 

In addition, this position assists the Department and local departments in evaluating and improving risk management, controls, and process management. Additionally, this position acts as a policy liaison.

MINIMUM QUALIFICATIONS

EDUCATION:   A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

EXPERIENCE: Five years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

NOTES:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university for one year of the required experience.

3. Candidates may substitute one year of professional accounting experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Possession of a certificate as a CIA, CPA, or CFE is preferred.

Three years of experience planning and performing audits within governmental agencies.

Three years of experience with  electronic audit working-paper management systems (e.g. TeamMate). 

Three years of experience unitizing Generally Accepted Accounting Principles (GAAP), Generally Accepted Audit Standards (GAAS), or Standards promulgated by the Institute of Internal Auditors.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. 

You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process. Therefore, it is important that you provide complete and accurate information on your application.  

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
