Annually, DHCD finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing.  Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low-income housing tax credits, federal HOME funds and other federal funds. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing. 

The main purpose of this position is to manage the process and conduct inspections of housing units for the Housing Choice Voucher (HCV) Program in accordance with the Department of Housing and Urban Development (HUD) Housing Quality Standards (HQS) requirements, federal, state and local building codes including the identification of potential exigent health and safety hazards. May also include a range of activities related to enforcement of corrective action plans to remove deficiencies, technical assistance and training to property owners and local subcontracting agency inspection staff and providing customer service to HCV participants, HCV owners and other stakeholders.

POSITION DUTIES

Manage the process and conduct inspections of housing units for the Housing Choice Voucher (HCV) Program in accordance with the Department of Housing and Urban Development (HUD) Housing Quality Standards (HQS) requirements, federal, state and local building codes including the identification of potential exigent health and safety hazards. May also include a range of activities related to enforcement of corrective action plans to remove deficiencies, technical assistance and training to property owners and local subcontracting agency inspection staff and providing customer service to HCV participants, HCV owners and other stakeholders. 

The position furthers the mission of the department by expanding affordable housing opportunities for lower-income citizens through the implementation of these grant programs.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in urban planning, financial management, business or public administration, political science, economic, marketing, management science or a related field. 

Experience: Three years of housing development experience in residential or commercial real estate development, governmental housing, community development or infrastructure development programs, including market research, planning, financial management, loan or grant program administration, capital projects or project development. 

Notes

1. Candidates may substitute additional experience on a year-for-year basis for the required education. 

2. Candidates may substitute graduate credit hours in urban planning, financial  management, business or public administration, political science, economics, marketing, management science or a closely related field on a year-for-year basis for up to two years of the required experience. 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Business and Industry job family or Business and Industry job codes in the on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Department of Housing and Urban Development Real Estate Assessment Center (HUD REAC) Certification 
  • State of Maryland Home Inspector License
  • Certification from the International Association of Certified Home Inspectors (InterNACHI)
  • Experience performing inspections for federal housing programs

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
