Main Purpose of Job

The mission of the Maryland Department of Health (MDH)’s Prevention and Health Promotion Administration (PHPA)'s Infectious Disease Prevention and Health Services Bureau (IDPHSB) is to improve the health of Marylanders by reducing the transmission of HIV, STIs, and Viral Hepatitis, in order to help impacted people live longer and healthier lives. We work in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring, and treatment of these infectious diseases.

In partnership with other IDPHSB offices and centers, along with impacted communities and public and private sector partners, the Center for HIV Prevention and Health Services (CHPHS) develops, funds and evaluates HIV prevention and health services, while providing training, support and technical assistance, in order to develop the capacity of agencies and individuals to successfully deliver those services. 

This position will provide data system management and support for the CHPHS' two Statewide client-level data systems: Maryland CAREWare and the HIV Testing Reporting System. This position will be responsible for essential data management and integration tasks; dataset creation for analysis and federal reporting; and, the development of reports for program management, evaluation, and decision support. 

This position will also provide user training and support for internal and external users, as well as implement data quality assurance protocols, in order to facilitate accurate and timely reporting of HIV testing and health services data.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science, or other information technology-related field, to include course work in database management systems.

Experience: One year of experience designing, developing, implementing, maintaining, and controlling database management systems for computers.

Notes: 1. Graduation from an accredited high school or possession of a high school equivalency certificate, plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science, or other information technology-related field, to include course work in database management systems, may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing, and maintaining applications systems and programs using generally accepted computer programming languages, or maintaining and modifying operating systems for computers, may be substituted for the required education.

3. Experience operating computer systems; scheduling; controlling input and output; maintaining a tape library to process data on computer systems; or, converting data from project specifications by developing program code using generally accepted computer programming languages, may be substituted for a high school education, on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience using an SQL Server, as well as any data visualization or reporting tools, such as Tableau. He/she should also have experience diagnosing a local health department's HIV data issues.


Finally, the desired candidate should have experience leading a Data Quality Improvement project, in order to suggest the best solutions and/or structures for implementing reporting automation projects.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached, or will be furnished with a pager.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
