Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Center for Client Services (CCS) is the service unit of PHPA's Infectious Disease Bureau (IDB). CCS uses State and federal funding to provide essential HIV medication, insurance premium assistance, and HIV wrap-around services to eligible Marylanders with HIV and/or AIDS. The Maryland AIDS Drug Assistance Program (MADAP) provides access to medications for eligible people who are living with HIV and/or AIDS. The MADAP Plus Program assists clients by paying for their health insurance premiums, thus providing access to inpatient and outpatient health care, along with prescription coverage.


This position will serve as the Lead Designer and be responsible for the creation and implementation of all newly created functions and improvements to the existing Client Services Database that supports MADAP's operations. This position will also serve as a Programmer and assist the CCS Chief, or his/her designee, with the coordination of programming services provided by contractors, as needed.


This position will train MADAP users with efficient usage of the database, and also coordinate the data access interface with other centers, as pursuant to data exchange agreements between the Center and the entity of data exchange. Additionally, this position will troubleshoot problems; review and evaluate technical literature, in order to make recommendations; and, attend workshops, seminars and training classes, in order to keep abreast of new developments in data management technology.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science, or other information technology-related field, to include course work in database management systems.

Experience: One year of experience designing, developing, implementing, maintaining, and controlling database management systems for computers.

Notes: 1. Graduation from an accredited high school or possession of a high school equivalency certificate, plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science, or other information technology-related field, to include course work in database management systems, may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing, and maintaining applications systems and programs using generally accepted computer programming languages, or maintaining and modifying operating systems for computers, may be substituted for the required education.

3. Experience operating computer systems; scheduling and controlling input and output; maintaining a tape library to process data on computer systems; or, converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education, on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience using database management systems, software and tools, as well as experience implementing, controlling, and evaluating database management systems. He/she should also have experience operating system data, communications software, and relational databases.


Finally, the desired candidate should have experience using diagnostic and performance tools, as well as other software products, in order to maintain established standards for database management systems.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached, or will be furnished with a pager.
