Main Purpose of Job

The ITAM Manager will be responsible for the daily and long-term management of software and technology-related hardware, and mobile and cloud assets within the organization. Hardware (physical components such as: desktop computers, monitors, servers). Software (such as: applications, operating systems, databases). Mobile (such as: laptops, smart phones, tablets/pads). Cloud (such as: Microsoft Azure, Amazon Web Services (AWS) - Cloud Computing Services). This position will plan, monitor, and manage software licenses and/or hardware assets and associated information to ensure compliance with vendor contracts and applicable governance and information security standards. The ITAM Manager will be involved in the formation of procurement strategies to optimize technology spend and will oversee the operation of inventory management processes within OET and works with IT staff at various MDH locations throughout the state. The ITAM Manager will also develop and implement procedures for tracking MDH IT (software/hardware/mobile/cloud) assets to ensure data integrity throughout their lifecycles. This position will ensure that the appropriate proof of software licenses are available and that it is built into current/future contracts. This position will also ensure compliance with manufacturer software/hardware contracts (licenses) by carrying out effective planning and monitoring.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology-related field with course work in systems analysis and programming, operating systems and information technology quality assurance.

Experience: Three years of experience designing, developing, implementing and maintaining application systems and programs using generally accepted computer programming languages.

Notes:

 1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology-related field with course work in systems analysis and programming, operating systems, or information technology quality assurance may be substituted for the required education.

 2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, implementing and maintaining applications systems and programs using generally accepted computer programming language may be substituted for the required education.

 3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Information Technology Management classifications or Information Technology Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

  • Experience with establishing and maintaining installation and retirement schedules for IT (software) assets by monitoring software product lifecycle(s). 
  • Experience working with procurement teams and other key stakeholders to track software licenses, software licenses tied to hardware and software licenses tied to named users, and track maintenance/support/renewals of contracts/licenses for applicable hardware and software. 
  • Experience managing processes regarding the receipt, distribution, licensing, and disposal of IT assets and maintaining inventory of software, hardward and mobile and cloud assets.
  • Experience performing audits of IT assets by coordinating with external and internal teams to ensure that the appropriate proof of software licenses are available and that it is built into current/future contracts. 
  • Experience with managing and maintaining databases and documentation of information such as licenses, service agreements, license/subscription renewals and warranties for software and hardware.
  • Experience providing guidance on the implementation and on-boarding of new software and hardware solutions/assets and the disposition of obsolete software and hardware.
